Previously, Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung presented to the National Assembly the draft Resolution on supplementing the Socio-Economic Development Plan for 2025 with a growth target of 8% or more.
Regarding goals and targets, adjust some key targets such as: Gross domestic product (GDP) growth rate of 8% or more, GDP scale in 2025 will reach about over 500 billion USD. GDP per capita is about over 5,000 USD. The average growth rate of consumer price index (CPI) is about 4.5 - 5%.
Regarding tasks and solutions, according to Mr. Tung, the National Assembly basically agreed with the tasks and solutions proposed by the Government and the National Assembly's agencies, and at the same time requested the Government and relevant agencies to focus on implementing the main tasks and solutions, including: Promoting institutional and legal improvement and improving the effectiveness of law enforcement; Concentrating resources on perfecting synchronous and modern strategic infrastructure; unblocking and effectively using public investment resources; Focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures and difficulties in business investment activities, encourage investment of all economic sectors; Promote and renew traditional growth drivers; strongly promote growth drivers, promote new production and development priorities.
In particular, Clause 2.1, Article 2 on promoting institutional and legal improvement and improving the effectiveness of law enforcement organization clearly states:

Create a favorable environment for investment, production and business, develop science and technology, innovation, promote digital transformation, focusing on reviewing and promptly amending the Law on Enterprises, the Law on Investment, the Law on Investment under the public-private partnership method, the Law on Bidding, the Law on Management and Use of State Capital Invested in Production and Business at Enterprises. Proactively and urgently build a legal corridor and incentive mechanism for new issues, high-tech projects, large projects, new trends, digital transformation, green growth, circular economy; in which the Law on Science, Technology and Innovation, the Law on Atomic Energy (amended) will be promulgated; soon develop a legal framework project on smart manufacturing development, smart factory model, smart governance model, National Program for strategic technology and industrial development.
Continue to improve the legal framework to promote the rapid, healthy and effective development of markets (finance, securities, science and technology, labor, real estate, etc.). Reviewing to expand the scope, subjects, and areas, applying a number of pilot and specific mechanisms and policies that have been allowed by the National Assembly to be applied in 10 localities and have been effective. Develop specific policies for the development of potential economic zones such as Van Don, Van Phong, border economic zones and regions according to the Resolutions of the Politburo.
Urgently implement the laws and resolutions of the National Assembly that have been passed, especially documents on the arrangement of agencies, ensuring continuous and smooth operations with higher efficiency; perfecting regulations on the organization of the apparatus, promoting decentralization and delegation of authority to serve the implementation of the revolution on the arrangement of the apparatus in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency.
