Speaking at the meeting on February 15 on the draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities, Chairman of the National Assembly Tran Thanh Man said that in the spirit of great urgency and timeliness, in order to remove difficulties and obstacles in implementing Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, in less than a week, ministries, branches and the National Assembly's Committee for Science, Technology and Environment have made efforts and actively prepared to include in the program of the 9th Extraordinary Session. After this extraordinary session, the Government will have guidance based on the Resolution of the National Assembly to remove difficulties and obstacles.
The National Assembly Chairman emphasized that the contents of the Resolution have been tested in practice and proven to need to be amended immediately for effective implementation. Therefore, the Resolution needs to be concise, focus on the focus, easy to understand, easy to remember.
Emphasizing the important role of the private economy in promoting growth, towards the growth target of 8%, the National Assembly Chairman said that the science and technology sector is witnessing strong leadership from private enterprises. He gave an example of the VinFuture Prize, which brings together scientists from around the world, contributing to promoting innovation and digital transformation for national development.
Therefore, when issued, the Resolution must create momentum for the private economy, encourage innovation, and especially implement it immediately in practice.
"To achieve the growth target of 8% this year, we must rely on the fields of science, technology, innovation, digital transformation in the 2026-2030 period, double-digit growth, and take science and technology for innovation and digital transformation as an important foundation. The Party's resolutions all say that education, training, science and technology are the top national policies, while investment in education, training, science and technology is investment for the development of the country. We need to have very detailed and specific policies to guide ministries, branches and localities," the National Assembly Chairman pointed out.

Expressing his opinion on the draft law, the National Assembly Chairman said that the resolution needs to clarify the subjects of application to organizations and individuals operating science and technology, innovation, digital transformation and other related organizations and individuals, which are not included in the resolution.
According to Mr. Tran Thanh Man, investment in education, training, science and technology is an investment for the sustainable development of the country. In particular, in the process of national digital transformation, it is necessary to clearly define three areas: science - technology, innovation and digital transformation.
Regarding funding, the National Assembly Chairman requested public units to have a clear financial mechanism, and at the same time, it is necessary to separate techniques in private investment outside the science and technology sector.
He also noted that in Resolution 57, the main motto refers to science, technology, innovation and national digital transformation. However, the current draft only focuses on innovation without clarifying the role of digital transformation. Meanwhile, digital transformation is an urgent current issue, affecting many areas such as digitalization, digital economy, green economy, and circular economy.
Therefore, the National Assembly Chairman affirmed that the Resolution needs to supplement content on national digital transformation to ensure comprehensiveness and compliance with development trends.
