Previously, Minister of Education and Training Nguyen Kim Son signed a report to send to National Assembly delegates on receiving and explaining the opinions of the discussion group on November 9.
Regarding the opinions raised by delegates regarding the breakthrough policy on teachers' salaries and allowances in the draft law, Minister Nguyen Kim Son gave a specific explanation.
Accordingly, the viewpoint that "teachers' salaries are ranked highest in the administrative career salary scale system and have additional allowances depending on the nature of the job and the region" has been affirmed through many Resolutions and conclusions of the Party.
To institutionalize into specific policies, the drafting agency plans to stipulate: Teachers are ranked according to the administrative career salary scale and receive additional basic salary allowances corresponding to their positions from level 1 to 1.8.
Teachers' salaries are rearranged to ensure correlation with civil servants and with officials in other sectors.
Teachers' preferential allowances are expected to be adjusted for preschool (increased by 10%) and primary (increased by 5%).
Teachers recruited and assigned salaries for the first time will have their salaries increased by 1 level in the administrative and career salary scale system; additional beneficiaries of mobile allowances include teachers teaching in multiple schools.
These contents have been shown in the draft decree regulating salary policies, allowances, attraction and support policies for teachers and have been assessed for impact.
Minister Nguyen Kim Son stated that the drafting agency did not propose a separate salary scale for teachers but used the current general "administrative and career salary scale".
At the same time, adjust allowances and salary regulations to ensure proper implementation of the Party's policies and be completely consistent with the opinions of National Assembly deputies.
"The regulations on salaries and allowances in the draft Law on Teachers are consistent with the spirit of the Resolutions and Conclusions and need to be specified according to the latest direction of the Politburo in Conclusion 91" - Minister Son's report clearly stated.
In addition, in the coming time, the Ministry will continue to research and perfect regulations, paying attention to ensuring the correlation between educational levels, training levels and correlation with cadres, civil servants, public employees and other workers.
Previously, the report also emphasized the fact that teachers' salaries have not yet been aligned with civil servants and public employees in other sectors.
The drafting agency compared general education teachers of grades III - II - I, applying the salary table of civil servants of grades A1 (2.34) - A2.2 (4.0) - A3.2 (5.75); while civil servants of grades A1 (2.34) - A2.1 (4.4) - A3.1 (6.2).
Or public health positions of grade III - II - I are applied to the salary scale of civil servants of type A1 (2.34) - A2.1 (4.4) - A3.1 (6.2).
