On behalf of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1533/NQ-UBTVQH15 of the National Assembly Standing Committee on increasing the number of Deputy Ministers of the Ministry of Agriculture and Environment.
According to the Resolution, 5 Deputy Ministers will be added to make the total number of Deputy Ministers of the Ministry of Agriculture and Environment no more than 10 people, in order to meet the requirements of the work of arranging and arranging cadres when implementing the arrangement and streamlining of the state apparatus.
Minister of Agriculture and Environment Do Duc Duy emphasized that one of the first important achievements of the Steering Committee is the fact that the 15th National Assembly and the National Assembly voted to pass the Resolution on the organizational structure of the Government for the 15th National Assembly term, accordingly, the Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development and receiving additional poverty reduction tasks from the Ministry of Labor, War Invalids and Social Affairs.
According to the Resolution of the National Assembly, the Ministry of Agriculture and Environment and the new Ministries will start operating from March 1, 2025, and from that time, the Ministers will take on the roles according to the assigned tasks.
According to Minister Do Duc Duy, this merger is not simply a change in the organizational structure but also an opportunity to restructure and improve the work efficiency of both ministries. The merger will help improve the effectiveness of environmental protection and agricultural development, two areas closely related to each other. The Ministry of Agriculture and Environment will have a stronger management mechanism, helping to solve environmental problems in agricultural development, from protecting soil and water resources to controlling pollution and sustainable development in the agricultural sector.
One of the important points in this merger is the reorganization of the administrative apparatus, including reviewing affiliated units, while optimizing working processes to save resources and improve work efficiency. The Minister emphasized that during this process, cadres, civil servants and public employees of the two ministries need to be united, unified and determined, because this work will directly affect each cadre in each unit.
The arrangement and streamlining of the apparatus is an extremely difficult, sensitive and complicated task. It requires high consensus among cadres, party members, civil servants, public employees and workers, and at the same time, there must be a sacrifice of personal interests for the common interests of the industry and the country. Therefore, Party committees, Party organizations, agencies and units need to pay special attention to political and ideological work, enhance responsibility and set an example for cadres and Party members, especially heads of agencies and units.
The Party Committee of the Ministry of Agriculture and Environment will soon approve the working regulations of the Executive Committee and the Standing Committee of the Ministry Party Committee, and decide to assign tasks to members of the Party Committee in the Party apparatus. It is expected that the Party Committee of the Ministry will hold its first meeting around February 22-23, 2025 to deploy personnel work and begin implementing specific tasks.
Minister Do Duc Duy said that the plans for personnel arrangement have also been clearly proposed, with three main possibilities: keeping the current position after the merger, transferring to another unit if more suitable to the capacity and work requirements, or transferring to the position of deputy head of the new unit after the merger. In particular, for leaders at the head level, all plans are designed to ensure fairness and efficiency, while creating favorable conditions for those who wish to continue to contribute or develop their careers in new positions.
