The complex developments of the military conflict in the Middle East are strongly impacting the global energy market, causing oil and gasoline prices in many countries to rise.
In that context, Vietnam is proactively implementing many solutions to ensure gasoline and oil supply, stabilize the domestic market and maintain national energy security.
According to the plan, today (March 12), the Ministry of Finance must complete the report to the Government on the proposed plan to adjust the environmental protection tax on gasoline and oil to 0.
This is the request of Prime Minister Pham Minh Chinh at a meeting with the Task Force to ensure energy security on March 10.
Currently, domestic gasoline and oil are being reduced environmental protection tax until the end of 2026 according to Resolution 109/2025 on environmental protection tax rates for gasoline, oil, and grease issued by the National Assembly Standing Committee on October 17, 2025.
Accordingly, from January 1, 2026 to the end of December 31, 2026, the environmental protection tax rate for gasoline (excluding ethanol) is 2,000 VND/liter; diesel oil, mazut oil, lubricants 1,000 VND/liter; for lubricants is 1,000 VND/kg; kerosene 600 VND/liter.
The tax rate for aviation fuel alone is 1,500 VND/liter.
The National Assembly Standing Committee requests that from January 1, 2027 onwards, the environmental protection tax rate for gasoline, oil, and grease be implemented according to the provisions of Resolution 579/2018/UBTVQH14 dated September 26, 2018 of the National Assembly Standing Committee on the environmental protection tax schedule.
Regarding the authority to decide on environmental protection tax rates, the current Law on Environmental Protection Tax stipulates assigning the National Assembly Standing Committee to base on the environmental protection tax framework to stipulate specific tax rates for each type of taxable goods, ensuring the principles consistent with the State's socio-economic development policies in each period and determined according to the level of adverse impact on the environment of goods.
In the period 2022-2025, international and domestic gasoline and oil prices have many fluctuations affecting the production and business activities of businesses and people's lives, coupled with the economy being affected by the COVID-19 epidemic, so the Government has submitted to the National Assembly Standing Committee to issue resolutions to reduce environmental protection tax on gasoline and oil, and grease.
The policy of reducing environmental protection taxes on gasoline, oil, and grease in this period has contributed to controlling inflation, stabilizing the macroeconomy, reducing input costs for businesses, helping people and businesses recover after the COVID-19 pandemic...
Some economic experts believe that at the present time, considering and proposing a reduction in environmental protection tax for gasoline and oil to 0 to contribute to reducing costs is a necessary option. At the same time, it is necessary to carefully assess to determine the specific reduction time.
