On behalf of the Government, Politburo Member, Prime Minister Le Minh Hung signed Decree 191/2026/ND-CR promulgating the Government's Working Regulations.
According to Decree 191, all activities of the Government must comply with the Constitution and laws, ensure the leadership of the Party, and implement the principle of democratic centralism. The Government works under a regime combining the responsibility of the Government collective with the responsibility of the Prime Minister and each member of the Government. The Government decides according to the principle of majority for issues under its authority.
Promote personal responsibility, set an example for members of the Government, heads of ministries, and ministerial-level agencies. Each task is assigned to only one agency to take the lead, be primarily responsible, and the relevant agency to coordinate implementation.
Implement assignment, decentralization, and authorization according to legal regulations associated with the individualization of responsibility, strengthen inspection, supervision, and control of power; ensure centralized leadership and unified management of the Government.
Strictly implement administrative discipline and order; implement the principle of collective leadership and individual responsibility, ensuring subordinates obedient and comply with the leadership, direction, and assignment of superiors.
Ensure publicity, transparency, and accountability in the organization and operation of the Government, ministries, ministerial-level agencies, and localities in accordance with legal regulations; create conditions for people, businesses and social organizations to participate, supervise, and contribute to the development and implementation of policies and laws.
Encourage and protect cadres who dare to think, dare to do, dare to advise, dare to take responsibility, and propose new complex issues for the common good.
Issues that the Government is discussing and resolving include:
1. Proposals, projects, draft documents submitted to the National Assembly and the National Assembly Standing Committee according to legal regulations, including: legislative orientation for the term, annual legislative program and adjustment of the legislative program; policy proposals; draft laws, ordinances, draft resolutions and other documents according to legal regulations.
2. Policies and legal normative documents under the authority of the Government.
3. Long-term, medium-term and annual socio-economic development strategies, plans, plans; medium-term and annual public investment plans; 5-year public debt borrowing and repayment plans; 5-year national financial plans; state budget estimates and annual central budget allocation plans; state budget finalization and other contents under the Government's authority or submitted to competent authorities in accordance with legal regulations.
4. Project on the organizational structure of the Government; the establishment and abolition of ministries and ministerial-level agencies; the establishment, dissolution, merger, division of administrative units, adjustment of boundaries and renaming of administrative units according to legal regulations to submit to competent authorities for decision.
5. Socio-economic situation periodically every month, quarter, 6 months, the whole year or important, unexpected issues and key tasks and solutions to direct and administer the implementation of socio-economic development plans.
6. Policy on development of industries, fields, regions, and localities under the Government's authority according to legal regulations.
7. The suspension of validity, suspension, and abolition of legal normative documents are under the authority of the Government according to legal regulations.
8. Reviewing the direction and administration of the Government, the Prime Minister and the implementation of the Government's Working Regulations.
9. Other issues that the law stipulates the Government must discuss and resolve or be decided by the Prime Minister to be brought up for discussion.
