Implementing Resolution No. 19-NQ/TW dated October 25, 2017 of the Party Central Committee, by June 30, 2025, Thanh Hoa province had reorganized and streamlined the apparatus, with 2,144 public service units, reducing 407 units and focal points.
According to the newly issued plan, in the field of education, Thanh Hoa province will reorganize Hong Duc University on the basis of merging Van Hoa, The Thao and Tourism universities and will officially come into operation in the first quarter of 2026.
For colleges: Maintain the Medical College, reorganize Thanh Hoa Industrial College on the basis of merging Nghi Son Vocational College; reorganize the Agricultural College on the basis of merging the Vocational College of Technology.
For intermediate schools, continuing education centers, and vocational education, the People's Committee of Thanh Hoa province kept the following: Thanh Hoa Transport Vocational College, Thanh Hoa Mountainous Vocational College and Thanh Hoa Tourism and Commerce College. These schools develop and implement a self-guarantee regular expenditure plan in the period of 2026 - 2030;
Transform the Youth and Adults with Special Difficulties Vocational College into a Public Specialized Education Institution for People with Disabilities according to the plan; convert Thach Thanh Vocational College, Nga Son Vocational College and Bim Son Vocational College into 3 vocational colleges.
Merging Muong Lat, Quan Son and Quan Hoa vocational education and training centers; Sam Son and Quang Xuong vocational education and training centers; Ngoc Lac and Lang Chanh vocational education and training centers; Nhu Thanh and Nhu Xuan vocational education and training centers into vocational secondary schools.
Merge 19 vocational education and training centers with unsatisfactory class sizes, few learners, suitable for distance and area into 10 vocational secondary schools equivalent to high school level under the Department of Education and Training to provide public services in inter-commune and ward areas.
Merging Tho Xuan and Thuong Xuan vocational education and training centers; Vinh Loc and Thach Thanh vocational education and training centers; Thieu Hoa and Yen Dinh vocational education and training centers; Hau Loc and Ha Trung vocational education and training centers; Nghi Son and Nong Cong vocational education and training centers; No. 1 vocational education and training center and Thanh Hoa general education and training center into vocational secondary schools.
Converting 4 vocational education and training centers (Cam Thuy, Ba Thuoc, Trieu Son, Hoang Hoa) with large scale of classes and learners into 4 vocational secondary schools.
For preschools, primary schools, secondary schools, high schools and high schools with many levels of education, arrange preschools, primary schools, secondary schools, high schools and high schools with many levels of education according to the content of Official Dispatch No. 6165/BGDDT-GDPT dated October 2, 2025 of the Ministry of Education and Training.

The decision also clearly states the plan to rearrange other public service units such as: Construction sector; internal affairs; justice; culture, sports and tourism; science and technology; agriculture and environment; industry and trade; Nghi Son Economic Zone and Industrial Parks Management Board.
For public service units under the People's Committees at the commune level, public enterprises also have appropriate arrangement plans.
