The Government has issued regulations on the functions and tasks of the Prime Inspectorate, the Inspectorate established under international treaties.

The Government issued Decree No. 216/2025/ND-CP dated August 5, 2025, detailing a number of articles and instructions for implementing the Law on Inspection. In particular, the Decree clearly stipulates the functions, tasks, and organization of the Prime Inspectorate, the Inspectorate established under international treaties.

According to regulations, the Government backlog Inspectorate is an agency of the Government backlog, assisting the Head of the Government backlog in performing state management of inspection work, citizen reception, complaint and denunciation settlement and corruption and negativity prevention and control; inspecting the implementation of policies, laws, tasks and powers of agencies, organizations and individuals under the management of the Head of the Government backlog.

Perform inspection tasks in the fields of the Government Equipment Committee to assist the Minister of National Defense in state management of cryptography, civil codes, and digital signatures for public service purposes; perform the task of receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity according to the provisions of law.

The inspectorate established under international treaties is an inspection agency of a ministerial unit established under international treaties to which Vietnam is a member; inspect compliance with specialized laws and laws related to international treaties; perform the task of receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law.

The Decree stipulates that in the field of inspection, the Basic Inspectorate and the Inspectorate established under international treaties have the following tasks and powers:

- Develop a draft inspection plan to submit to the Head of the agency or unit under direct management for comments on the policy; promulgate and organize the implementation of the inspection plan;

- Establishment Inspectorate inspects the implementation of policies, laws, tasks and powers of agencies, organizations and individuals under the management of the Head of the Government backlog; inspects the compliance with policies and laws of agencies, organizations and individuals in the fields where the Government backlog helps the Minister of National Defense manage state backgrounds, civil codes, and digital signatures for public purposes;

The inspectorate was established under international treaties to inspect compliance with specialized laws and laws related to international treaties of agencies, organizations and individuals in fields under the state management of state management agencies at the same level.

- Inspect cases under authority when detecting signs of law violations or incidents, events, or unusual signs according to the provisions of specialized laws;

- Performing duties and powers as prescribed by other relevant laws;

- Monitor, urge, inspect the implementation of its conclusions and recommendations, and decide to handle the inspection of the Head of the state management agency at the same level;

- Synthesize and report on the results of inspection work.

The Inspectorate was established under international treaties to perform its duties and powers in receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste and negativity according to the provisions of law.
