On the morning of June 24, with the majority of delegates participating in the vote, the National Assembly passed the Law on Inspection (amended).
One of the notable new points is the inspection agency system.
The system of inspection agencies is organized at 2 levels: Government Inspectorate and Provincial and Municipal Inspectorate (collectively referred to as Provincial Inspectorate).
There are specialized inspection agencies, namely: inspection agencies in the police, army, State Bank (In Inspectorate of the Ministry of National Defense, Inspectorate of the Ministry of Public Security, Inspectorate of the State Bank and other inspection agencies in the army, People's Public Security, State Bank of Vietnam according to Government regulations); cryptographic Inspectorate; inspection agencies established under international treaties.
The organization and specific operation of the cryptographic Inspectorate and the inspection agency are established in accordance with international treaties and the law assigned to the Government.
Thus, compared to the current law, the regulations on the Ministry Inspectorate; Inspectorate of General Departments, Departments under the Ministry; inspection agencies at agencies under the Government, Inspectorate of Departments, District Inspectorate, organization and operation of agencies assigned to perform specialized inspection functions have been removed...

The function of the inspection agency also has a new point when adding "waste prevention".
The inspection agency has the function of assisting competent state management agencies in implementing state management of inspection work, receiving citizens, handling complaints and denunciations and preventing and combating corruption and negativity; conducting inspections, receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law.
The new law stipulates the unification of the concept of inspection, without distinguishing between administrative inspection and specialized inspection.
Accordingly, "inspection is the activity of reviewing, evaluating, concluding, and recommending handling of inspection agencies for the implementation of policies, laws, tasks, and powers of agencies, organizations, and individuals according to the procedures prescribed by law".
The Government said that the concept of "inspection" has covered all inspection activities, including inspection of the performance of tasks and powers of agencies, organizations and individuals in State administrative agencies and inspection of compliance with policies and laws for subjects under State management.
On that basis, the Government Inspectorate and the Provincial Inspectorate conduct inspections according to the procedures and order agreed upon by law and on the same basic method as at present.
The amended Law on Inspection has supplemented regulations on the duties and powers of inspection agencies to strengthen the relationship between inspection agencies and ministries, branches, and departments and ensure the effectiveness of state management.
The Government Inspectorate conducts inspections at the request of ministers, heads of ministerial-level agencies, heads of agencies under the Government; requires ministries, ministerial-level agencies, agencies under the Government, and provincial People's Committees to send people with professional expertise to join the Government Inspectorate's Inspection Team when necessary.
The Provincial Inspectorate conducts inspections at the request of department directors and commune-level People's Committee Chairmen; recommends that department directors and commune-level People's Committee Chairmen assign civil servants with appropriate expertise to join the Provincial Inspectorate Inspection Team when necessary.
