Removing obstacles in DNA testing, accelerating the identification of martyrs

The Ministry of Home Affairs is removing obstacles in mechanisms and policies to accelerate DNA testing and identify remains of martyrs who lack information.

According to the report on the results of the second quarter's work, the key tasks for the third quarter of the Ministry of Home Affairs, in the second quarter of 2026, the Ministry of Home Affairs will coordinate to advise on launching the "Operation of 500 days and nights searching, collecting and identifying martyrs' remains" at Quang Tri Citadel on the morning of April 2, 2026.

Previously, the Ministry submitted to the Prime Minister for promulgation Decision No. 692/QD-TTg dated April 16, 2026 on the Plan to organize activities to celebrate the 80th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2027), creating a legal corridor and comprehensive orientation for gratitude activities in the coming period.

The campaign immediately brought about specific and remarkable results. In the period from March 15 to May 6, 2026, the forces searched and collected 358 sets of martyrs' remains, including 51 sets in the country, 36 sets in Laos and 271 sets in Cambodia.

Search work continues to be promoted in localities. From June 7 to the morning of June 10, 2026, Team 584, Political Department, Quang Tri Provincial Military Command organized surveys, searches and gathered 4 sets of remains of martyrs in the Thach Han Regional General Hospital area in Quang Tri ward, Quang Tri province.

Thanh Hoa province also set a target to search for and repatriate from 40 to 45 sets of martyrs' remains, including 12 sets in the country and 33 sets in Laos.

In parallel with the search and repatriation work, the identification of martyrs' remains that lack information by DNA testing is being widely deployed in many provinces and cities.

The Ministry of Home Affairs is also focusing on building a dossier on the Ordinance amending and supplementing the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution No. 02/2020/UBTVQH14 dated December 9, 2020 of the National Assembly Standing Committee, expected to be submitted to the National Assembly Standing Committee for consideration and promulgation in June 2026.

In particular, on the occasion of the 79th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2026), the Ministry of Home Affairs submitted to the Prime Minister to submit to General Secretary and President To Lam to sign Decision No. 885/QD-CTN dated June 11, 2026 on giving gifts to people with meritorious services to the revolution. Accordingly, 2 gift levels are proposed: 300,000 VND and 600,000 VND for more than 1.5 million people with meritorious services with a total budget of over 475 billion VND.

In addition, the Ministry of Home Affairs has continued to promote the implementation of Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments, contributing to improving the efficiency and transparency in the payment of preferential policies for people with meritorious services.

According to Deputy Chief of Office of the Ministry of Home Affairs Tran Thi Thai, entering the third quarter of 2026, the Ministry of Home Affairs determines to continue to effectively and synchronously implement Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat on strengthening the work of caring for people with meritorious services to the revolution, ensuring timeliness, publicity, and transparency.

Regarding the "Operation 500 days and nights searching, gathering and identifying martyrs' remains", Deputy Minister of Home Affairs Nguyen Thi Ha added that the Ministry of Home Affairs has submitted to the Government for promulgation Resolution No. 26/2026/NQ-CP dated May 6, 2026 on specific mechanisms and policies to remove difficulties in deploying the work of identifying martyrs' remains that lack information by DNA testing, and at the same time develop a plan to implement the Resolution.
