The Ministry of Justice has issued a document responding to the petition of voters in Ninh Binh province sent before the 10th Session, 15th National Assembly.
Accordingly, voters proposed that the Ministry of Justice should change the way of guiding, disseminating, and educating laws to support commune-level officials and civil servants to easily access, look up, and apply new legal documents.
Answering this content, Minister of Justice Nguyen Hai Ninh said that the Ministry has recorded the recommendations of local voters, and in the coming time, it will study and implement a number of solutions to improve the effectiveness of propaganda and dissemination of newly promulgated laws.
Typically, perfecting the institution according to guidance to more clearly define the scope and responsibilities for disseminating and educating laws of the agency in charge of building legal normative documents, local authorities at all levels, socio-political organizations, agencies, and related organizations.
The Ministry will advise on handling the above issue in the process of researching and developing the Law on Dissemination and Education of Laws (amended) to submit to the National Assembly for comments and approval at the October 2026 Session (according to the National Assembly's 2026 legislative program).
The Ministry will also enhance the responsibility of officials and civil servants in proactively and self-researching, learning and improving newly promulgated legal knowledge, especially contents and knowledge directly related to public service activities.
Diversify forms of legal dissemination and education, promote legal dissemination through the application of information technology, digital transformation with effective forms such as short videos, digital documents, leaflets, notebooks, and handbooks.
Implementing law dissemination and education with focus and key points, prioritizing resources to implement law dissemination and education activities for specialized and vulnerable groups under the management of ministries, branches, and localities.
Minister of Justice Nguyen Hai Ninh also added that from 2013 to now, implementing the Law on Promulgation of Legal Normatives (Law) and decrees detailing the implementation of the Law, ministries and sectors have completed 3 periods of systemizing unified documents nationwide.
Up to this point, based on the provisions of law, the Ministry of Justice will specifically guide ministries, sectors, localities and relevant agencies to implement the systematization of legal normative documents uniformly throughout the country.
