The Ministry of Home Affairs proposes the responsibility of the People's Committee, Chairmen of the People's Committees of provinces and centrally run cities when implementing the policy on staff streamlining.

The Ministry of Justice has just announced documents for the meeting to appraise the draft Decree amending and supplementing a number of articles of Decree No. 29/2023 of the Government on staff streamlining, drafted by the Ministry of Home Affairs.

In the draft Decree, the Ministry of Home Affairs clearly states the responsibility of the People's Committee and the Chairman of the Provincial People's Committee for implementing this policy.

Accordingly, the People's Committee at the provincial level is responsible for directing the implementation of staff streamlining according to the provisions of this Decree; Directing and guiding heads of agencies, organizations and units under its management to develop annual staff streamlining plans;

Compile a list of subjects for staff streamlining and estimate the cost of staff streamlining in accordance with regulations; Direct the Department of Home Affairs to appraise the list of subjects for staff streamlining of agencies, organizations and units under its management;

Direct the Department of Finance to appraise the budget estimates for streamlining the payroll of agencies, organizations and units under its management; submit to competent authorities to arrange funds from the annual state budget expenditure estimate to implement the payment of policies to the subjects of staff reduction according to regulations;

Every year, based on the implementation of the policy of streamlining payroll (including the number of payroll streamlined objects, the amount of allowances for each payroll streamlining object specified in Clause 3, Article 12 of this Decree), the plan is expected to streamline the payroll of the next year, direct the Department of Finance to develop funding estimates for the implementation of the payroll policy to synthesize generally on the needs of the State's salary reform in the next year's salary reform;

Periodically before February 15 every year, synthesize the results, evaluate the implementation of staff streamlining in the previous year under the management scope and send them to the Ministry of Home Affairs and the Ministry of Finance for synthesis to report to the Prime Minister;

Meanwhile, the Chairman of the Provincial People's Committee will be responsible for approving or decentralizing the approval of the list of subjects of staff streamlining and the budget for staff streamlining of agencies, organizations and units under his/her management; at the same time, he/she will be responsible for this approval decision;

In case the staff streamlining is not implemented in accordance with regulations, the budget for staff streamlining will be recovered, the decisions to resolve staff streamlining will be revoked and those who are not subject to staff streamlining will be allowed to return to work;

At the same time, consider handling the responsibilities of relevant agencies, organizations, units and individuals and take responsibility according to the provisions of law for not properly implementing regulations on staff streamlining.
