On June 2nd, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang chaired a meeting on the KPI scoring plan for ministries, branches, and localities on the implementation of public investment capital disbursement.
Representing the agency in charge of drafting the scoring plan, Deputy Minister of Finance Nguyen Duc Tam said that it is expected to be graded according to 2 timelines: periodic monthly and annual grading.
Regarding scoring indicators, for monthly periodic scoring: Total score is 100 points; including 3 component indicators with score structure: Capital plan disbursement rate (abbreviated as KHV) compared to the national average disbursement rate by the end of the month (45 points); Number of KHV disbursed in the month compared to the registered capital plan disbursed in the month (45 points); Compliance with the reporting regime on the KHV disbursement situation on the Financial General Database System (abbreviated as compliance with the reporting regime) (10 points).
For the full-year scoring, the total score is 100 points; including 2 component targets with the following score structure: The proportion of KHV disbursement compared to the proportion of national disbursement must be completed according to the direction of the Prime Minister (90 points) and comply with the reporting regime (10 points).

Concluding the meeting, Deputy Prime Minister Nguyen Van Thang emphasized that the KPI scoring in public investment disbursement helps improve the efficiency of investment capital use, raise the sense of responsibility to comply with administrative discipline, public service discipline and promote the proactive spirit of each organization and individual in performing the task of disbursing public investment capital.
The promulgation of regulations on the scoring method for disbursing public investment capital is very necessary," Deputy Prime Minister Nguyen Van Thang stated and said that not only in the field of disbursing public investment capital, in the near future, the Government will also study the application of the KPI calculation method to some tasks of ministries, branches, and localities, thereby improving the effectiveness and efficiency of leadership, direction and organization of the implementation of the Government's tasks.
Through the report of the Ministry of Finance and the opinions of ministries, branches, and localities, the Deputy Prime Minister agreed with the issuance of the Prime Minister's decision stipulating the scoring plan for disbursement of public investment capital plans.
The Ministry of Finance is responsible for guiding localities in calculating; reviewing to make the calculation for KPI scoring as simple as possible.
The calculation, evaluation, and scoring are carried out monthly and deeply evaluated quarterly.
The Ministry of Finance should study and fully absorb the opinions of the delegates attending the meeting to complete the draft Decision of the Prime Minister, ensuring the correct authority and form of documents according to the provisions of law. On that basis, the Ministry of Finance will summarize and submit it to the Prime Minister before June 6.
The Deputy Prime Minister also reminded the Ministry of Finance to carefully review the excluded contents when calculating disbursement points, ensuring compliance with reality and fairness, publicity, and transparency.
The Deputy Prime Minister clearly stated that the pilot grading will be implemented from July to September and then officially deployed.
