This content is stated in Official Dispatch No. 39/CD-TTg of the Prime Minister on accelerating the progress of exploitation and handling of redundant houses and land when implementing organizational structure arrangement and administrative unit arrangement at all levels.
Provincial Party Secretaries, City Party Secretaries, and Chairmen of People's Committees of provinces and cities direct to continue reviewing houses and land (CSND) that are continuing to be used or assigned or transferred to be working headquarters and non-business establishments to ensure compliance with standards and norms for using working headquarters and non-business establishments issued by agencies and competent persons.
In case after review, there is a larger area than the standards and norms for using working headquarters and non-business establishments issued by the agency or person with authority, but there is no suitable agency, organization, or unit that needs to receive or transfer that area, the agency, organization, or unit currently managing the working headquarters or non-business establishment must report to the agency or person with authority to issue a decision to allocate or transfer to the agency, organization, or unit that manages the larger area than those standards and norms.
Assigning a leader of the provincial party committee, city party committee, leader of the provincial and city People's Committee to directly direct the Department of Finance to coordinate with relevant departments and branches to work directly with each commune, ward, special zone or cluster of communes, wards, special zones to:
- Urge and direct the management, exploitation, and handling of CSNDs that have been assigned to communes, wards, and special zones for management, exploitation, and handling.
- Guiding the implementation of building plans for exploiting and handling redundant CSNĐ.
- Directly give opinions on proposed plans to exploit and handle redundant CSND of communes, wards, and special zones to ensure compliance with regulations and efficiency; on that basis, clearly define the roadmap and responsibilities for organizing the implementation of the plan to unify the content of implementation.
Current legal documents on management and use of public assets have thoroughly decentralized and delegated powers to Ministers, Heads of central agencies, and local authorities to decide on the management, exploitation, and handling of public assets under their management.
Therefore, it is requested that the Minister, Heads of central agencies, and City Chairmen proactively and drastically direct the review and implementation of the management, exploitation, and handling of public assets under their management to ensure efficiency and avoid wastefulness of public assets; be fully responsible for the progress and effectiveness of arranging, handling, and exploiting surplus public assets under their management.
The implementation of management, exploitation, and handling of redundant CSND is one of the criteria for evaluating the results of task performance (KPI) for heads of Ministries, central agencies, provinces, cities, communes, wards, special zones and agencies, organizations, and units.
The Ministry of Finance shall preside over the research and synthesis of proposals and recommendations from ministries, sectors, and localities to report to the Government to develop a specific Resolution in a streamlined order and procedures to handle and accelerate the processing and exploitation of redundant CSNĐ due to organizational structure arrangement and administrative unit arrangement to meet practical requirements.
