From July 1, 2024, the basic salary has not been abolished but is proposed to increase by 30%, from 1.8 million VND/month to 2.34 million VND/month. Thus, the salary table for doctors and nurses will be increased, applying a basic salary of 2.34 million VND.
Currently, the salary table for medical staff is regulated in Decree 204/2004/ND-CP. Salary of doctors and nurses = Coefficient x Basic salary.
In particular, newly graduated doctors should usually be applied the salary coefficient level 1 of the corresponding positions. Newly graduated doctors appointed to the position of doctor apply the salary coefficient of 2.34; if appointed to the position of senior doctor, they will receive a salary coefficient of 4.4 and if appointed to a senior doctor, they will receive a salary coefficient of 6.2.
During the recent question and answer session at the National Assembly hall, National Assembly delegate Pham Khanh Phong Lan (Ho Chi Minh City Delegation) asked the Minister of Health about the income of medical staff and whether the situation of resignation has improved.
Responding to this content, Minister of Health Dao Hong Lan said that the Ministry has proposed documents to amend the income of the health sector.
“We hope that when the salary reform project is implemented, there will be a regulation that health workers who have studied for 6 years will be ranked at level 2 salary. Currently, those who have studied for 6 years are ranked at level 1 salary like other bachelors, this is also a disadvantage” – Minister Dao Hong Lan shared and hoped that the Ministry of Home Affairs and the Government would support this proposal.
Regarding the situation of medical staff quitting their jobs, Minister Dao Hong Lan said that this situation has now decreased significantly. Previously, in 2022, medical staff quitting their jobs was a very pressing issue. At that time, there were about more than 9,000 medical staff quitting their jobs.
The Minister of Health said that in order to retain medical staff after the COVID-19 pandemic, many policies and solutions have been issued and implemented by the National Assembly, the Government, the Prime Minister as well as localities.
Currently, the Ministry of Health has implemented the Prime Minister's direction to focus on amending Decree No. 56/2011 on preferential allowances for medical staff.
The Ministry of Health is also amending Decision 73/2011 on the regime of on-call pay and special allowances for health workers. In addition, it is also amending Decision 75/2009 related to the regime for village health workers.
According to Minister Dao Hong Lan, many localities have also assessed the situation of medical staff use and the problem of medical staff quitting their jobs, and many policies have been approved by the People's Council to attract and retain medical staff in the public health sector.
"Currently, the public health workforce still accounts for 95% of the health workers serving the people. Therefore, this is a very important force. If we do not have good regulations and policies to retain this workforce, it will be difficult for them to ensure their living conditions," said Minister of Health Dao Hong Lan.
