The Politburo and the Secretariat have just issued Conclusion No. 208-KL/TW dated November 11, 2025 on the arrangement of party organizations in economic groups, corporations, and state-owned commercial banks.
In Conclusion 208-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to:
Lead, direct, and implement the reorganization and transfer of economic group party committees, corporations, and state-owned commercial banks to the Party Committees: Ministry of Finance, Ministry of Construction and State Bank.
Lead and direct Party committees of ministries and ministerial-level agencies to receive, arrange, improve, and pilot the assignment of authority at the grassroots level to Party committees that meet the conditions stated in Section 3 of this Conclusion.
Coordinate with provincial and municipal Party Committees to transfer party organizations under economic group Party Committees, general companies, and state-owned commercial banks to commune and ward Party Committees.
The above contents must be completed before December 31, 2025, and reported to the Politburo and the Secretariat on the implementation results before January 5, 2026 (through the Central Organizing Committee).
Also according to the conclusion, the Politburo and the Secretariat assigned the provincial and municipal Party Committees:
Lead and direct the reorganization of Party organizations in local enterprises and transfer them to the commune and ward Party committees.
Coordinate with the Government Party Committee to receive Party organizations under Party committees of economic groups, general companies, and state-owned commercial banks under the Party committees of communes and wards.
The above contents must be completed before December 31, 2025, and reported to the Politburo and the Secretariat on the implementation results before January 5, 2026 (through the Central Organizing Committee).
The Conclusion of the Politburo and the Secretariat also stated that for now, it has not amended or supplemented Regulation No. 60-QD/TW, dated March 8, 2022; assigned the Central Organizing Committee to continue studying and advising the Secretariat to issue a Regulation on Party organizations in state-owned enterprises to replace Regulation No. 60-QD/TW, dated March 8, 2022, to ensure consistency and compliance with the Resolution of the Politburo on the state economy and the arrangement of state-owned enterprises; urge, inspect, and summarize the results of the Conclusion, report to the Politburo and the Secretariat.
According to Section 3 of Conclusion No. 208-KL/TW, the Politburo and the Secretariat agree to implement the pilot: Party committees of economic groups, general companies, state-owned commercial banks under the Party Committee of the Ministry, and ministerial-level agencies with 400 or more Party members are allowed to pilot the delegation of authority at the grassroots level. The functions, tasks, powers, and organizational apparatus of the Party Committee are assigned at the grassroots level according to Regulation No. 87-QD/TW, dated October 28, 2022 of the Secretariat. In the immediate future, keep grassroots party organizations in enterprises, member units of economic group party committees, general companies, and state-owned commercial banks when they are transferred to the Party Committee of the ministry or ministerial-level agency.
