    From July 1st, the title of cultural village and residential group will be rewarded 1.5 times the base salary.

    According to Decree 152/2025/ND-CP stipulating decentralization and delegation of power in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation, individuals who achieve the title "National Emulation Soldier" are awarded Certificates, frames, badges, badge boxes and are rewarded 4.5 times the base salary.

    In addition, individuals who achieve the title of emulation soldier of ministries, departments, branches, and provinces are awarded Certificates, frames, badges, badge boxes and are rewarded 3 times the base salary level.

    And the title "Grassroots Emulation Soldier" is awarded a Certificate, framework and is rewarded 1 time the base salary level and the titles "Advanced Laborer", "Advanced Soldier" are rewarded 0.3 times the base salary level.

    Collectives who achieve the titles "Excellent Labor Collective", "Determined to Win Unit" are awarded Certificates, frameworks and are rewarded 1.5 times the base salary level; the titles "Advanced Labor Collective", "Advanced Unit" are rewarded 0.8 times the base salary level.

    In addition, collectives that achieve the title of typical commune, ward, and special zone are awarded Certificates, frameworks and are rewarded 2 times the base salary level.

    In particular, the title of cultural village or residential group is awarded a Certificate, framework and is rewarded 1.5 times the base salary.

    In addition, the decree also stipulates that the title "Government Emulation Flag" is awarded flags and rewarded 12 times the base salary level and the emulation flag title of ministries, departments, branches, and provinces is awarded flags and rewarded 8 times the base salary level.

    Emulation flag titles of military regions, corps, armed services, armed services, general departments and equivalents under the Ministry of National Defense, Government Cipher Committee; emulation flags of Vietnam National University are awarded flags and rewarded 6 times the base salary level.

    The base salary from July 1st is 2.53 million VND/month, replacing the current level of 2.34 million VND/month, according to Decree No. 161/2026/ND-CP.
