On the morning of April 1st, in Ho Chi Minh City, Politburo Member, National Assembly Chairman Tran Thanh Man - Head of Inspection and Supervision Delegation No. 11 of the Politburo, Secretariat - chaired the Conference to approve the Report on inspection and supervision of phase 1 and deploy the decision to inspect and supervise phase 2 for the Standing Committee of the Ho Chi Minh City Party Committee.
At the conference, the working delegation announced the results of the first phase of inspection and supervision, focusing on leading and directing the organization of research, learning, thoroughly grasping and implementing the Resolution of the 14th Party Congress; and at the same time assessing the implementation of directives related to propaganda and organization of the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026 - 2031 term.
Concluding the meeting, National Assembly Chairman Tran Thanh Man highly appreciated the serious and responsible coordination of the Standing Committee of the Ho Chi Minh City Party Committee and relevant agencies in the process of working with the inspection team; and acknowledged the preparation of complete and methodical reports and documents.
The working delegation assessed that Ho Chi Minh City has achieved many positive results. The implementation of the Resolution has been proactive and timely; the city soon developed a draft action program and organized many conferences to collect opinions to concretize the content.
The work of studying and thoroughly grasping the Resolution is organized on a large scale, with a high rate of participation and diverse propaganda methods. The content of inspection and supervision is also included in the full-term work program.
In particular, the election work was organized tightly, democratically, and safely. The voter turnout reached 99.06%, with no areas having to be re-elected.
The city has elected all 38 National Assembly deputies, 125 City-level People's Council deputies and 4,228 Commune-level People's Council deputies.
Emphasizing that Ho Chi Minh City is the largest city in the country, and has just implemented the arrangement and streamlining of the apparatus, the National Assembly Chairwoman acknowledged the efforts to innovate thinking, improve operational capacity and competitiveness of the city.
However, National Assembly Chairman Tran Thanh Man also pointed out the major challenges ahead, especially the growth target of over 10% in 2026. To achieve it, Ho Chi Minh City's growth in the first 6 months of the year must reach at least 10%.
On that basis, the National Assembly Chairwoman proposed that Ho Chi Minh City focus on promoting public investment disbursement, prioritizing transport infrastructure projects and key projects, thereby creating motivation to lead social investment.
At the same time, the city needs to urgently remove obstacles in procedures, land, compensation, and resettlement; promote the effectiveness of special mechanisms according to Resolution 260/2025/QH15 to shorten project approval time.
In addition, it is necessary to ensure the supply of electricity, gasoline, and gas for production and services; well control the price index; strengthen strategic reserves; develop smart grid infrastructure to serve production and living needs.
The National Assembly Chairwoman also reminded the city to continue to improve the investment and business environment, support the private economic sector; promote the development of the digital economy, innovation; promote the application of big data and artificial intelligence in management and production. At the same time, improve the operational efficiency of the two-level local government model, strengthen decentralization and delegation of power.
Regarding the 2 inspection contents, in the coming time, the National Assembly Chairman requested the Standing Committee of the Ho Chi Minh City Party Committee to continue to thoroughly grasp and practically implement the Resolution of the 14th Party Congress; soon complete the action program in the remaining units. The programs need to clearly define the content: what to do, who to do, implementation time and output products.
In addition, it is necessary to carefully review the action program before promulgation, clearly distinguish between the goals in the term and the long-term vision, serving the supervision and evaluation work.
The National Assembly Chairwoman also requested the Standing Committee of the Ho Chi Minh City Party Committee to lead and direct directly affiliated Party committees to proactively prepare content to serve the second phase of inspection and supervision according to the Program of inspection and supervision for the entire XIV term and the 2026 plan of the Politburo and the Secretariat.
