On the morning of June 17, in Hanoi, the Central Propaganda and Mass Mobilization Committee coordinated with the Central Organizing Committee, the Ministry of Foreign Affairs, the Ministry of Home Affairs, and the National Assembly's Judicial Committee to organize an international press conference to officially announce the Decision to operate the new apparatus of Vietnam according to the 2-level local government organization model from July 1, 2025.
At the press conference, Deputy Minister of Home Affairs Truong Hai Long introduced the two-level local government organization.
Regarding the tasks and powers of local governments, Deputy Minister Truong Hai Long said that the Law on Organization of Local Government has comprehensively redrawled the tasks and powers of local governments at two levels (provincial and commune levels).
The provincial level focuses on issuing mechanisms, policies, strategies, planning, and macro management of issues of inter-regional and inter-commune nature, beyond the resolution capacity of the commune level, requiring in-depth expertise and ensuring consistency at the whole provincial level.
The commune level is the level that organizes policy implementation (from the central and provincial levels), focusing on tasks of serving the people, directly solving the problems of the community, providing basic and essential public services to the people in the area; tasks that require the participation of the community, promoting the proactiveness and creativity of the commune-level government.
Notably, the Deputy Minister also informed and adjusted a number of tasks and powers of the People's Committee to the Chairman of the People's Committee and added a provision that the Chairman of the People's Committee is allowed to decide on the tasks and powers of the People's Committee and report to the People's Committee at the most recent People's Committee meeting.
"This is a strong reform step to enhance the responsibility of heads of administrative agencies, creating momentum for innovation in local governance.
Accordingly, these provisions of the law will ensure the promotion of proactiveness, creativity, flexibility, enhancing the responsibility of the Chairman of the People's Committee, the effectiveness and efficiency of state administrative management and operation in localities in accordance with practical requirements" - the leader of the Ministry of Home Affairs emphasized.
In addition to the provisions of the law, the Government has directed ministries and ministerial-level agencies to review legal documents, determine the tasks of district-level authorities to determine authority, determine tasks and powers to decentralize and delegate authority to local authorities. On that basis, the Government issued 28 Decrees on decentralization, delegation of authority, and division of authority in each specific sector and field.
Regarding the organization and operation of local governments, the structure of the Provincial People's Council remains the same. The People's Council at the commune level has 2 Committees: the Economic - Budget Committee and the Cultural - Social Committee.
In addition, keep the number of People's Council delegates at the provincial and commune levels within the minimum and maximum framework. The number of People's Council delegates of Ho Chi Minh City and Hanoi has 125 delegates).
