Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 2779/QD-TTg appointing Mr. Vu Manh Ha - Deputy Minister of Health to concurrently hold the position of Member of the Social Insurance Management Board.
The term of appointment is 5 years. The above decision takes effect from December 24, 2025.
According to Decree No. 197/2025/ND-CP dated July 7, 2025, the Social Insurance Management Council is organized at the national level, responsible for assisting the Government and the Prime Minister in directing and supervising the activities of social insurance agencies and advising on social insurance, unemployment insurance, and health insurance policies.
The Management Board has the following duties, powers and responsibilities:
Strategy for developing the social insurance industry, long-term plan, 5 years on implementing policies and laws on social insurance, unemployment insurance, health insurance, long-term investment strategy before the social insurance agency submits it to competent authorities for approval.
Annual plan on implementation of policies and laws on social insurance, unemployment insurance, and health insurance.
Annual reports on the implementation of policies and laws on social insurance, unemployment insurance, and health insurance; the management and use of social insurance funds, unemployment insurance funds, and health insurance funds before the social insurance agency submits them to competent authorities.
Annual estimates of revenue and expenditure of social insurance funds, unemployment insurance funds, health insurance funds; level of expenditure for organizing and operating social insurance, unemployment insurance, health insurance; report on settlement of social insurance organization and operation expenses before the social insurance agency submits it to the competent authority. Proposal and plan for preserving and growing social insurance funds, unemployment insurance funds, and health insurance funds.
Decide and be responsible to the Government for the investment portfolio, investment structure and specific investment methods of social insurance funds, unemployment insurance funds, and health insurance funds based on the proposal of the social insurance agency.
Propose that competent state agencies develop, amend and supplement policies and laws on social insurance, unemployment insurance, health insurance, social insurance development strategies, perfect the system of social insurance agencies, management and use mechanisms for social insurance funds, unemployment insurance funds, and health insurance funds.
