On the afternoon of November 12, Prime Minister Pham Minh Chinh answered questions from National Assembly deputies in the hall.
In questioning, National Assembly delegate Nguyen Thi Kim Thuy (Da Nang delegation) said that the issue of combating waste is an urgent one that the Party and State have raised. Handling slow-progressing projects is an important solution to combat waste.
According to delegates, recently, voters have highly appreciated the determination of the Government and the Prime Minister in handling backlogged projects that have been stuck for many years at the central and local levels, as well as weak credit institutions, and have achieved many positive results.
“However, there are still some backlogged projects and some weak credit institutions that have not been handled. I would like to request the Prime Minister to inform us of the causes and solutions, especially solutions regarding mechanisms and progress in the coming time,” a delegate asked.
Responding to this content, Prime Minister Pham Minh Chinh said that with the efforts of the Politburo, the National Assembly, and the Government, in the recent past, 12 major projects with long backlogs, after reviewing and requesting policy mechanisms, the Politburo agreed in principle to handle them. On that basis, the Government is performing according to its functions, tasks, and powers; if it exceeds its powers, the Government will report to the National Assembly for comments.
The Prime Minister said that this experience will continue to be applied to the remaining backlog projects. Similar projects will be reviewed and handled in a spirit of respecting the status quo.
“There has been a loss, a loss, and whoever violated the law has been dealt with. Now, if there are any legal issues, we need to continue to resolve them,” said the Prime Minister.
According to the Prime Minister: "The most basic thing is to respect reality, what is broken cannot be healed, we must endure this loss, even if it is mended, it will still leave a scar". The Prime Minister emphasized that there needs to be a mechanism and policy to handle it, and whoever has the authority must do it.
Regarding the banking sector, the Prime Minister informed that currently 4 banks have completed the transfer; 2 banks are in progress.
“The guiding spirit is to ensure the safety of the system, ensure the legitimate rights of people related to bank handling; strictly control assets, prevent loss, and have a suitable implementation roadmap” - the Prime Minister emphasized.
