On the night of November 10, 1929, at a hut across from the rice barn of the Co Do plantation (in Thoi Dong village, Thoi Bao commune, O Mon district, Can Tho province), comrade Ha Huy Giap - member of the Executive Committee of the An Nam Communist Party of Hau Giang - was assigned by the Special Committee to O Mon to coordinate with comrade Nguyen Van Nhung and comrade Bay Nui to establish the An Nam Communist Party cell, with comrade Ha Huy Giap as Secretary.
The An Nam Communist Party's Red Flag Party cell propagated and mobilized to raise revolutionary awareness for the majority of working farmers, guided the struggle for rights and selected active masses to join party organizations.
The Party cell quickly promoted the building and development of grassroots party organizations throughout the province to lead the revolutionary movement. The establishment of this Party cell not only promoted the revolutionary movement in Can Tho but also had a strong impact on many localities in the region such as Dong Thap, An Giang...
From the first Party cell, many other Party cells were established in the province... The Party's mass organizations such as the Red Labor Union, Red Peasant Association, Youth, and Anti-Imperialist Women were also organized in many places, under the leadership of the Party cells, gathering a large number of people, promoting the revolutionary struggle movement.
To preserve and promote historical values, Can Tho city has invested in building a project to preserve, restore and promote the value of the historical relic of the founding site of the An Nam Communist Party Cell of the Red Flag Party with an area of nearly 40,000m2.
The project was completed and put into use in 2019 right on the old land of the old plantation, which is also the center of Co Do district today. The relic site is built in the style of an open park, with airy space, including items: Monument, relief, stele house, square, lotus pond.
On October 31, 2013, the Ministry of Culture, Sports and Tourism decided to rank the location of the founding of the Red Flag Party's An Nam Communist Party Cell as a national historical relic.
Currently, the relic site is a place for sightseeing, study, traditional activities, cultural and artistic activities, and sports for all classes of people and tourists from near and far.
Continuing his working trip, Prime Minister Pham Minh Chinh and the National Assembly delegation of Can Tho City met with voters of Co Do district after the 8th session of the 15th National Assembly.
