Research and replicate the provincial model of Traffic Safety
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that traffic safety is an important content in the task of ensuring social security and safety and is an issue related to everyone and every family.
Our Party and State always pay special attention to, and have issued and effectively implemented many policies, guidelines, mechanisms and strategies to ensure traffic order and safety.
The Government and the Prime Minister regularly direct the implementation of key solutions to ensure traffic order and safety and build a safe society. Regulations, guidelines and sanctions on traffic safety are constantly being improved.
With the strategic breakthrough in infrastructure being implemented drastically, the traffic infrastructure system is being invested in to be more modern and synchronous. Besides the positive impacts and effects, many more complex problems also arise, posing new requirements for management work.
The Prime Minister welcomed and appreciated the initiative of the Ministry of Public Security on piloting the "Traffic Safety Province" model.
As the first locality selected by the Ministry of Public Security to pilot this model, Bac Ninh province has implemented this model with methods and steps appropriate to the context, situation, and specific conditions in the area, achieving positive results, changing the face of traffic safety and order in the province, contributing to protecting the peaceful life of the people.
Notably, people's awareness and sense of obeying the law when participating in traffic have clearly changed, initially forming traffic habits and culture of Bac Ninh people.
State management has been strengthened; investment in transport infrastructure has been focused. Public order has been dealt with decisively, creating a clear and safe street, roadway, and sidewalk appearance. Traffic accidents have been significantly reduced.
The Prime Minister acknowledged, commended and highly appreciated the efforts and important results achieved by the Ministry of Public Security, ministries, branches and localities in ensuring traffic order and safety in recent times; including outstanding achievements from the "Traffic Safety Province" model in Bac Ninh.
The Prime Minister suggested that after the conference, the Ministry of Public Security, the Ministry of Transport, and Bac Ninh province continue to summarize and perfect the "Traffic Safety Province" model. The agencies should research, calculate, and deploy the model with a roadmap, steps, and methods suitable to the situation and conditions of the country in general and the localities in particular. They should learn from experience while doing it, gradually expand, not be perfectionist, not hasty, bring about efficiency, and meet the people's requirements. When people see practical benefits, they will voluntarily and actively respond. The goal is that all provinces and cities will be traffic safety provinces.
The goals of building a traffic safety province are basically completed.
Previously, in 2023, implementing the policy of the Central Public Security Party Committee on building a "Traffic Safety Province", the Bac Ninh Provincial Party Committee issued a Resolution, and the Provincial People's Committee issued a Plan on building a "Traffic Safety Province".
According to the report, after 1 year of implementation, the basic goals in building a "Traffic Safety Province" have been completed (30 tasks completed; 27 regular and long-term tasks), in which security and order have been maintained; the entire political system has really taken drastic action; Party committees, authorities, and people have agreed, supported, and highly appreciated.
Awareness and sense of obeying traffic laws have changed significantly, initially forming traffic habits and culture of Bac Ninh people. Officials, party members and teachers have played an exemplary role, taking the lead in building a "Traffic Safety Province", the rate of party members violating the law is very low (the provincial television station runs weekly announcements about party members, officials and civil servants violating the law). In particular, traffic accidents have decreased significantly (16% reduction in the number of cases, 20% reduction in the number of deaths, and 19% reduction in injuries).
Along with that, the traffic safety and order of the province has changed positively. Traffic organization has been thoroughly reviewed, black spots and potential traffic accidents have been handled 100%; 100% speed bumps have been installed from alleys to roads (6,010 additional points have been installed). Traffic infrastructure has been strengthened, many key projects have been drastically accelerated and completed; some shortcomings that have existed for many years have been overcome.
Implementing the conversion of the traffic police force from manual to technology application. Patrolling and handling of violations increased compared to before implementing the Traffic Safety Province. Penalizing 45,401 cases, with the amount of 103.5 billion (an increase of 101% compared to before building the Traffic Safety Province). Particularly, 15,067 cases were fined for alcohol concentration (an increase of 146%), 5,654 cases were fined for speeding, an increase of more than 05 times. There are no vehicles with extended cargo beds in the area.
