As one of Vietnam's leading partners in the oil and gas sector, Zarubezhneft has more than 40 years of cooperation with Vietnam National Petroleum Group (Petrovietnam) and 2 joint ventures, Vietsovpetro (in Vietnam) and Rusvietpetro (in Russia) in geological exploration and oil and gas exploitation.
At the working session, Zarubezhneft leaders affirmed that the two sides have made great efforts to implement the documents signed during General Secretary To Lam's visit to Russia in May 2025 on extending the term and expanding the oil and gas exploration and exploitation area in Russia and Vietnam.
Affirming the great potential for energy cooperation between the two sides, Zarubezhneft leaders proposed expanding cooperation with Vietnamese partners in new fields, including the implementation of offshore wind energy development programs, such as offshore wind farm projects with a capacity of 1GW; implementing joint projects in third countries.
Russian Deputy Prime Minister Alexander Novak assessed energy cooperation as a pillar in bilateral relations, in which businesses play a very important role.
He highly appreciated the documents signed on this occasion, as well as the development and expansion of oil and gas joint ventures between the two countries and especially the signing of the Agreement between the two Governments on cooperation in building nuclear power plants.
At the working session, Prime Minister Pham Minh Chinh highly appreciated the efforts of the relevant parties in completing negotiations and signing protocols amending the Intergovernmental Agreement on Vietsovpetro and Rusvietpetro, the Intergovernmental Agreement in the field of oil and gas on expanding the area of operation in the field of geological exploration and oil and gas exploitation in the Vietnamese continental shelf and on Russian territory.
With the spirit of having specific products and results, contributing to exploiting the 7 energy layers of the sea, the Prime Minister proposed that the two sides continue to seek solutions to cooperate strongly, deploy faster and more effectively, and participate in restructuring the global oil and gas industry.
The Prime Minister requested Zarubezhneft to coordinate with Petrovietnam to continue researching and expanding investment activities in new oil and gas exploration and exploitation projects in Vietnam and Russia, ensuring compliance with the laws of the two countries, harmonizing interests and investment efficiency.
Regarding the proposal to supply oil, gas and oil and gas products of Vietnam on the basis of long-term stability and building a oil reserve system in Vietnam, the Prime Minister requested Zarubezhneft to coordinate with Petrovietnam and Vietnamese enterprises to propose projects in accordance with legal regulations, strategies and energy sector development plans of Vietnam, and report to competent authorities according to regulations.
The Prime Minister also welcomed Zarubezhneft's proposal to implement the offshore wind energy development program in Vietnam, requesting Zarubezhneft and Russian partners to closely coordinate with Petrovietnam/Vietsovpetro to continue to complete the proposal and submit it to the competent authorities of the two countries for consideration and decision.
Agreeing and welcoming the cooperation between Vietnam and Russia in oil and gas in third countries, the Prime Minister proposed some third partner countries and requested the parties to urgently exchange and soon deploy this activity.
