Prime Minister suggested that Vietnam - Russia make efforts to preserve and develop relations

Prime Minister Pham Minh Chinh received Secretary of the Russian Federal Security Council Sergey Shoigu.

VNA reported that on the evening of December 9, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh received Secretary of the Russian Federation Security Council Sergey Shoigu and the high-ranking delegation of the Russian Federation Security Council on a working visit to Vietnam from December 8-10, 2025.

Delighted to welcome Secretary of the Russian Federal Security Council Sergey Shoigu leading the High-level Delegation of the Council to Vietnam, Prime Minister Pham Minh Chinh acknowledged that the relationship between the two countries is developing well and this visit contributes to strengthening the traditional friendship and Comprehensive Strategic Partnership between Vietnam and Russia.

Affirming that Vietnam always remembers the effective help and support of the people of the Soviet Union, including Russia in the previous difficult periods and in the development of national construction, Prime Minister Pham Minh Chinh said that the two countries have gone through historical ups and downs and have always stood shoulder to shoulder with each other, so in the new period, both sides need to make more efforts to preserve and develop the relationship that has been nurtured by many generations of leaders and people of the two countries.

Secretary of the Russian Security Council Sergey Shoigu affirmed that Russia always wishes to further develop areas of cooperation that the two sides have a foundation for, continue to expand to new areas, in accordance with the conditions of both sides to serve the development of each country, as well as further strengthen bilateral relations.

Mr. Sergey Shoigu said that the Russian side will strive to work with the ministries and branches of Vietnam to effectively implement the agreements reached within the framework of recent visits and meetings of senior leaders of the two countries; and thanked the Vietnamese Government for always paying attention to the Russian Federation Government in taking timely measures to promote this relationship.

Prime Minister Pham Minh Chinh and Secretary of the Russian Security Council Sergey Shoigu reviewed the highlights of bilateral cooperation in recent times; acknowledged the results achieved in economic - trade, investment, agriculture, education - training, energy - oil and gas, people-to-people exchanges, cultural, sports, tourism exchanges, etc.; affirmed that the two sides still have room to exploit and expressed their willingness to research and further deepen the Vietnam - Russia Comprehensive Strategic Partnership in the current context.

Prime Minister Pham Minh Chinh thanked and requested the Russian Federation in general and the Secretary of the Russian Security Council Sergey Shoigu in particular to continue creating favorable conditions for the Vietnamese community to live and work stably in Russia; and suggested that the two sides continue to study mechanisms to simplify procedures for citizens of the two countries on travel, to contribute to promoting substantive bilateral cooperation.
