Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 05/CD-TTg dated January 20, 2026 on urgently reviewing and investing in upgrading and completing highways that have been invested in on a phased scale.
The telegram clearly stated that, to date, the whole country has put into operation nearly 3,345km of main expressway routes, 458km of intersections and access roads, exceeding the target set by the Party Congress.
In 2025 alone, 1,491km of expressway will continue to be completed, especially the North-South expressway from Cao Bang to Ca Mau has been basically completed and opened to traffic.
To improve the efficiency of highway operation, enhance traffic safety, and meet the economic development needs of regions in the coming time, especially for projects established and approved before January 1, 2025, the Prime Minister requests:
The Minister of Construction shall preside over and coordinate with relevant localities to urgently review and carefully propose investment plans to immediately upgrade and complete the expressways that have been and are being invested in to soon invest to reach the complete expressway scale according to standards.
At the same time, review and invest in supplementing technical infrastructure works on the route in full and synchronously according to the National Technical Regulation on highways; report to the Prime Minister before February 15, 2026.
Chairmen of People's Committees of provinces and cities directly under the central government should urgently study and propose investment plans to completely upgrade and upgrade expressways that have been and are being invested on a phased scale, with the locality as the managing agency, and send them to the Ministry of Construction before February 10, 2026 for synthesis.
The Minister of Finance proactively coordinates with the Minister of Construction and the Chairmen of the People's Committees of provinces and centrally-run cities to propose allocating capital to soon implement the completion of investment according to the National Technical Regulations for expressways that have been and are being invested on a phased scale; report to the Prime Minister before February 15, 2026.
The Ministry of Public Security directs agencies to strengthen propaganda, inspection, control, and strictly punish acts that cause traffic unsafety and violate traffic laws.
At the same time, coordinate with the Ministry of Construction to continue to review "black spots", potential points for traffic accidents to have timely solutions to overcome and minimize unfortunate traffic accidents occurring at sections of expressways with phased investment scale, which are being or will be upgraded according to the National Technical Regulations.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct ministries, agencies, and localities to implement the tasks assigned by the Prime Minister to accelerate the progress of investment in upgrading and completing according to the National Technical Regulations of highways being exploited and invested on a phased scale.
