Prime Minister Pham Minh Chinh hopes Singapore will participate in Vietnam's Financial Centers in the future.

On October 28, in Kuala Lumpur, Malaysia, Politburo member, Prime Minister Pham Minh Chinh and Singapore Prime Minister Lawrence Wong held a second annual meeting, the Ministry of Foreign Affairs informed.

The two Prime Ministers agreed to continue to increase delegation exchanges and contacts at high and all levels; effectively implement the mechanisms and cooperation agreements signed on the occasion of high-level visits, especially during the visit to Singapore by General Secretary To Lam and the visit to Vietnam by Prime Minister Lawrence Wong (March 2025), studying the establishment of new cooperation mechanisms, including party channel cooperation between the Communist Party of Vietnam and the Singapore People's Action Party.

Prime Minister Pham Minh Chinh suggested that the two sides soon complete the development of a Memorandum of Understanding on Strategic Dialogue between the two ruling parties, striving to sign and implement it in early 2026.

The two sides emphasized that economic cooperation is still an important pillar in bilateral relations, welcoming the positive progress in clean energy connectivity and carbon credit cooperation; agreed to coordinate in developing and implementing a specific roadmap each year for each pillar of the Framework Agreement on connecting the two economies; developing a greener and smarter VSIP 2.0 system.

Prime Minister Lawrence Wong affirmed that Vietnam has always been an important partner of Singapore in the region, emphasizing that the signing and implementation of the Action Program on this occasion is of great significance, deepening cooperation between the two countries in many strategic fields.

Prime Minister Lawrence Wong also expressed his desire to further strengthen bilateral agricultural cooperation and ensure food security; said he was ready to import processed poultry, pork, fish and seafood from Vietnam, and highly appreciated the completion of the two sides, towards signing a Cooperation Agreement between the two governments on rice trade at the upcoming APEC Summit.

The two Prime Ministers also emphasized the need to further strengthen cooperation in other important areas such as defense - security, education - training, culture and people-to-people exchanges, especially talent in the field of innovation.

Prime Minister Pham Minh Chinh suggested that Singapore support the development of a number of strategic industries such as semiconductors, renewable energy, innovation and the digital economy. The Prime Minister also suggested that the two sides cooperate closely to make science - technology, innovation and innovation pillars of cooperation, and hoped Singapore would participate in Vietnam's financial centers in the future.

Prime Minister Lawrence Wong affirmed that Singapore will continue to support Vietnam in improving the quality of human resources, especially strategic-level staff; agreed with the Vietnamese proposal on connecting databases, first in the fields of economy, trade and population, research and development of data centers at VSIP, to make it more convenient for businesses of the two countries to do business and do business.

At the end of the meeting, the Prime Ministers of the two countries witnessed the handover ceremony of the Action Program for the implementation of the Comprehensive Strategic Partnership for the 2025-2030 period signed between the Foreign Ministers of Vietnam and Singapore.
