On December 25, in Hanoi, the Ministry of Foreign Affairs chaired and coordinated with departments, ministries, branches and localities to organize a National Conference to summarize the implementation of Resolution 36-NQ/TW (2004) and directives of the Politburo and the Secretariat on work for overseas Vietnamese.
The plenary session of the Conference was held on the afternoon of December 25, at the Government Headquarters, chaired by Prime Minister Pham Minh Chinh - Politburo member, Secretary of the Government Party Committee, with the participation of Minister of Foreign Affairs Le Hoai Trung - Secretary of the Party Central Committee and more than 400 delegates directly attending, including leaders, representatives of departments, ministries, branches, localities, people's organizations and socio-political organizations and typical overseas Vietnamese delegates, directly connecting with 98 Vietnamese representative agencies abroad.

Speaking at the conference, Prime Minister Pham Minh Chinh affirmed that summarizing 20 years of implementing Resolution 36-NQ/TW is very timely, very necessary and of special significance in the context of the country entering a new stage of development; the summary implementation process was seriously implemented by the Ministry of Foreign Affairs according to the direction of the Secretariat, the Government Party Committee, with the close coordination of Party committees, departments, ministries, branches, central and localities, and the active response of the Vietnamese community abroad.
The Prime Minister emphasized that the overseas Vietnamese community is an inseparable part of the Vietnamese ethnic community, an important resource for the cause of building and defending the Fatherland; at the same time, he highly appreciated the increasingly large and comprehensive contributions of overseas Vietnamese in the fields of politics, economy, science - technology, culture, society, foreign affairs and promoting the country's image.

On that basis, the Prime Minister clearly stated the key directions and tasks to promote "3 breakthroughs" in the work of overseas Vietnamese in the coming time, including:
(i) Strongly promote the great national unity bloc, along with protecting the legitimate rights of the overseas Vietnamese community;
(ii) Building a community of overseas Vietnamese to develop sustainably, rapidly in quantity, strongly in quality, closely attached to the homeland and country;
(iii) Unblock and effectively mobilize all resources of overseas Vietnamese to serve the country's development, especially in the fields of science - technology, innovation, digital transformation and strategic breakthroughs.
The Prime Minister emphasized that policies and guidelines need to aim at: "The State creates, the community is a pioneer - within, in addition to accompanying - a strong country, precious friends, happy people".
