The announcement of the Vietnamese Ministry of Foreign Affairs on the evening of July 3 stated: At the invitation of President of the Federative Republic of Brazil Lula da Silva, Politburo member and Prime Minister Pham Minh Chinh and his wife will lead a high-ranking delegation to attend the 2025 BRICS Summit and bilateral activities in the Federative Republic of Brazil from July 4 to 8.
BRICS was established in 2006 at the level of Foreign Ministers, including 4 countries Brazil, Russia, India, China with the initial goal of becoming a global political, economic and financial institution to reflect the correlation of forces in a fair, balanced and more representative direction.
After 3 expansions, BRICS is now made up of 10 member countries and 9 partner countries. On June 13, 2025, Brazil officially announced that Vietnam will become the 10th BRICS partner country.
In recent years, at the invitation of BRICS countries, Vietnam has sent representatives to attend a number of activities within the framework of the BRICS expansion, including Prime Minister Pham Minh Chinh attending the BRICS Leaders' Meeting in 2024 within the framework of the BRICS Summit in Kazan at the invitation of Russian President Valdimir Putin (October 23-24, 2024).
The 2025 BRICS Summit will be held in Rio de Janeiro, Brazil from July 6-7, 2025 with the theme "Strengthening Southern Cooperation for More Inclusive and Sustainable Governance".
Vietnam - Brazil established diplomatic relations on May 8, 1989 . Vietnam opened Embassy in Brazil in 2000 on the basis of upgrading the Consulate General in Sao Paulo City (1998); Brazil opened Embassy in Hanoi in 1994.
The two countries established a Comprehensive Partnership framework in May 2007 and upgraded it to a Strategic Partnership on the occasion of Prime Minister Pham Minh Chinh's attendance at the G20 Summit in November 2024.
On the occasion of President Lula da Silva's visit to Vietnam in March 2025, the two sides issued a Joint Statement, approving the Action Plan for the implementation of the Strategic Partnership for the period 2025-2030. These are two foundational documents guiding relations in the coming time, the two sides agreed to direct relevant ministries and branches to effectively implement the proposed measures, including increasing delegation exchanges; flexibly and regularly conducting a mechanism for Political Reference and studying and upgrading existing mechanisms to review and coordinate the effective implementation of the Action Plan.
