On January 25, before the traditional Lunar New Year of At Ty, at the Government Headquarters, Prime Minister Pham Minh Chinh received Chinese Ambassador to Vietnam Ha Vi.

According to the Ministry of Foreign Affairs, Prime Minister Pham Minh Chinh and Chinese Ambassador He Wei looked back and expressed their joy at the positive developments in Vietnam-China relations in 2024.

Prime Minister Pham Minh Chinh emphasized that developing friendly and cooperative relations with China is a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification.

Ambassador Ha Vi affirmed that the Chinese Party and Government highly value the relationship with Vietnam and always consider the China-Vietnam relationship a priority in China's neighborly foreign policy.

The two sides expressed their delight at the recent successful phone call between General Secretary To Lam and General Secretary and President of China Xi Jinping, creating a good start and strengthening strategic orientation, adding new momentum to the relationship between the two Parties and two countries in the Vietnam-China Humanitarian Exchange Year 2025 on the occasion of the 75th anniversary of the establishment of Vietnam-China diplomatic relations.

The Prime Minister suggested that the two sides strengthen substantive cooperation in all fields, so that people of the two countries can enjoy practical benefits from the bilateral relationship, focusing on promoting transport connectivity and effectively implementing the Agreement between the two governments on the three railway routes Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong.

The Prime Minister hopes that both sides will focus on implementing large, symbolic projects commensurate with the level of bilateral relations; and propose that China continue to open its market for Vietnamese agricultural products, strengthen cooperation in agriculture, finance, science and technology, education, culture, tourism, and environment, and jointly manage the land border well.

Regarding maritime issues, Prime Minister Pham Minh Chinh suggested that both sides strictly implement the high-level common perception, the “Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China”; respect each other's legitimate and legal rights and interests and resolve disputes and disagreements by peaceful means, in accordance with international law, including the 1982 UNCLOS; properly handle the issue of fishing vessels and fishermen in a humanitarian spirit; continue to promote the role of maritime negotiation mechanisms; and jointly promote the building of a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 UNCLOS.

Ambassador Ha Vi congratulated Vietnam's important socio-economic development achievements under the leadership and direction of the Central Committee of the Communist Party of Vietnam, headed by Comrade To Lam, and the drastic and effective management and administration of the Vietnamese Government, headed by Prime Minister Pham Minh Chinh.

Ambassador Ha Vi affirmed that China is willing to work with Vietnam to strengthen strategic exchanges, consolidate political trust, and promote substantive cooperation in all fields, especially promoting balanced and sustainable economic, trade, investment, and tourism cooperation.

Ambassador Ha Vi suggested that the two sides effectively implement the series of activities of the China-Vietnam Humanitarian Exchange Year on the occasion of the 75th anniversary of the establishment of diplomatic relations between the two countries, contributing to consolidating a solid public opinion foundation for bilateral relations; jointly control and better resolve disagreements at sea, creating a peaceful, stable and favorable environment for the development of each country.
