On December 5, 2025, Prime Minister Pham Minh Chinh signed decisions approving the results of the election and dismissal of the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term.
In Decision No. 2656/QD-TTg, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term for Mr. Lu Quang Ngoi - Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.
Mr. Lu Quang Ngoi was born in 1972, hometown in Cai Be district, Tien Giang province (now Dong Thap province); with a high level of political theory; professional qualification is bachelor of Economic Law, master of Party building - State government and doctor of political science.
He has held positions such as: Deputy Director, Director of the Provincial Department of Labor - Invalids and Social Affairs; Secretary of Tam Binh District Party Committee; Vice Chairman of the Provincial People's Committee, Chairman of Vinh Long Provincial People's Committee; Deputy Secretary of Ca Mau Provincial Party Committee for the 2025-2030 term.
In Decision No. 2657/QD-TTg, the Prime Minister approved the dismissal of Mr. Pham Thanh Ngai from the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term.
Mr. Pham Thanh Ngai was born in 1971, from Ca Mau province; has a Master's degree in Economic Law, Bachelor's degree in Law, Senior in Political - Administrative Theory, State Management in the Senior Specialist Program.
He has held the following positions: Member of the District Party Standing Committee, Vice Chairman of the District People's Committee Tran Van Thoi; Deputy Chief of Office, Chief of Office of the Ca Mau Provincial Party Committee; Provincial Party Committee member, Secretary of the Nam Can District Party Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Ca Mau Provincial People's Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Ca Mau Provincial People's Committee (new).
On November 17, 2025, at the Dong Thap Provincial Party Committee, the Central Organizing Committee announced the decisions of the Central Party Secretariat on transferring Mr. Pham Thanh Ngai - Deputy Secretary of the Ca Mau Provincial Party Committee to hold the position of Deputy Secretary of the Dong Thap Provincial Party Committee to introduce the Provincial People's Council to elect him as Chairman of the Dong Thap Provincial People's Committee.
