On the evening of October 6, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a working session of the Government Standing Committee with ministries, branches and localities on the situation of removing difficulties and obstacles for projects that are backlogged and prolonged according to the Conclusion of the Politburo, the Resolution of the National Assembly and the Decrees of the Government.
According to reports, through the current review, the whole country has many backlog projects that have lasted for many years, with great value and resources of society being wasted. backlog projects, legal problems related to land management, use, planning, etc.
In particular, there are projects that are identified as having violations, some projects have signs of violations and many projects are stuck in processes and procedures. The projects that are pending are under the scope of the Central Government, but are mainly under the scope of local settlement.
The Politburo has Conclusion No. 77-KL/TW on the plan to remove difficulties and obstacles related to projects and land in inspection, examination, and judgment conclusions in a number of provinces and cities...
The Government also established a Steering Committee to resolve difficulties and problems of backlog projects.
At the meeting, the Government Standing Committee and leaders of ministries, branches and localities reviewed the implementation of the pilot to remove difficulties and obstacles for projects and land according to the Conclusions and Resolutions of the Central Government, the National Assembly and the Government in 5 localities: Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh.
In particular, the delegates pointed out a number of shortcomings that need to be overcome and expressed their commitment to promptly remove difficulties and obstacles for projects and land to put these resources into development; at the same time, there is a basis to propose to the Politburo to allow the expansion of implementation nationwide.
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the ministries, branches and localities for their drastic efforts in removing difficulties and obstacles for projects, some localities have completed 50-70% of projects.
However, the implementation progress, especially the synthesis and reporting of the situation, has not met requirements, especially the reporting is not complete and has not closely followed the scope of implementation according to the Conclusion of the Politburo.
Therefore, the Prime Minister requested ministries and branches, especially the 5 localities of Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh, to review the backlog projects that have had inspection and examination conclusions and judgments within the scope of Conclusion 77-KL/TW of the Politburo, to be completed before October 15, 2025.

The head of the Government also requested to review other backlogged and prolonged projects and clearly identify which projects, under the authority of which level or sector, that sector level must resolve.
For projects similar to projects permitted by the Politburo and the National Assembly, but outside the scope of Conclusion No. 77-KL/TW of the Politburo, the Politburo synthesized and reported to propose the Politburo to allow the expansion of implementation nationwide.
