Zoning planning is one of the urban planning levels in Vietnam. This is an intermediate step between general planning and detailed planning, playing a very important role in concretizing the orientation of urban space development.
Resolution No. 66.1/2025/NQ-CP has just issued regulations on the establishment of new, adjusted and approved zoning plans when implementing the arrangement of administrative units at all levels and local government organizations at both levels.
This regulation applies to urban areas that play a role in promoting local socio-economic development, with a forecast population of 45,000 people or more for centrally-run cities over a 10-year period;
From 15,000 people or more for provinces formed after the reorganization in mountainous areas, highlands, and borders; from 21,000 people or more for provinces formed after the remaining reorganization.
According to the resolution, zoning plans for urban areas can be newly established and adjusted at the same time as the process of establishing and adjusting provincial planning or general urban planning and approved before approving provincial planning and general urban planning.
After approval, the zoning plan is updated and integrated into the provincial planning and urban master planning to ensure consistency and synchronization.

The Resolution clearly states that the Provincial People's Committee assigns tasks to affiliated agencies and units to establish planning tasks and zoning plans.
The provincial-level specialized agency on urban and rural planning organizes the appraisal of planning tasks and zoning plans.
The Provincial People's Committee reviews and approves the planning and zoning plan tasks based on the appraisal report and the dossier submitted by the specialized agency on urban and rural planning at the provincial level.
The provincial People's Committee shall report to the People's Council of the same level for decision before approval in case the zoning plan for the urban area causes changes exceeding the provincial land use indicators according to the law on land.
The provincial People's Committee reports to the People's Council of the same level for decision before organizing a new one or adjustment in case the forecast population size is lower than the prescribed level.
This Resolution takes effect from the date of promulgation (July 18, 2025) to February 28, 2027.
