In the 18th meeting on June 22, 2025, the Prime Minister assigned 20 tasks. Up to now, 4 tasks have been completed on time, and 12 tasks are being actively implemented as regular direction and management work.
There are 4 tasks that do not meet the required progress:
1. VEC has not yet approved the Ho Chi Minh City - Long Thanh Expressway expansion project in July 2025.
2. Hanoi City has not started the construction of component project 3 of Ring Road 4 in July 2025.
3. Nghe An, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dong Nai provinces have not yet handed over the entire site of 8 rest stops for the North - South expressway projects in the 2021-2025 period in July 2025.
4. Dong Nai province has not yet handed over the entire site at DATP1 Bien Hoa - Vung Tau in July 2025.
The Prime Minister requested relevant agencies and localities to urgently focus on directing the early completion of these tasks.
The head of the Government requested the provinces of Dong Nai, Ho Chi Minh City, Tuyen Quang, Khanh Hoa, Dak Lak, and Dong Thap to focus on directing investors and contractors to supplement human resources and equipment, increase construction teams, organize 3 shifts, 4 teams, and apply technical solutions to shorten construction time.
Thereby speeding up the progress of the Ho Chi Minh City Ring Road 3 project, Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang, Khanh Hoa - Buon Ma Thuot, component project 1 Cao Lanh - An Huu and being responsible to the Prime Minister if the project is not completed in 2025.
Lang Son and Cao Bang provinces have directed investors to take advantage of good weather to speed up the construction progress of Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects, ensuring the route is open by the end of 2025.
The Ministry of Construction, the provinces and cities: Ho Chi Minh City, Da Nang, Hue, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dak Lak, Gia Lai, Vinh Long, Dong Thap, Ca Mau, An Giang speed up the construction progress of the coastal road system, striving to complete a total of 2,000 km of coastal roads by 2025.
The Prime Minister also requested preparations for the groundbreaking ceremony and inauguration of projects and works to celebrate the 80th Anniversary of National Day on August 19, 2025.
For the Long Thanh airport project, the Prime Minister requested the Ministry of Finance to direct ACV and relevant agencies and units to accelerate, make breakthroughs, supplement human resources, equipment, construction teams, organize "3 shifts, 4 teams", strictly control quality and safety; complete and put into operation in December 2025 in accordance with ACV's commitment.
The head of the Government noted to plant many trees to create a green, clean, beautiful landscape...; prepare human resources and build exploitation scenarios to ensure smooth and professional operation immediately after the project is completed.
Ministries and branches speed up the implementation of construction of headquarters of management agencies, air traffic control towers and other related works to ensure synchronous exploitation.
The Ministry of Construction, Ho Chi Minh City, Hanoi, and Lam Dong province have completed procedures to start the Dau Giay - Tan Phu project, component project 3 of Hanoi Ring Road 4 on the occasion of August 19, 2025; start the Tan Phu - Bao Loc, Ho Chi Minh City - Moc Bai project in the fourth quarter of 2025.
