Continuing his working trip to the West, on the afternoon of December 15, Prime Minister Pham Minh Chinh and his delegation inspected the progress of the Can Tho - Ca Mau expressway project at the IC3, IC4, IC5 intersections in Hau Giang province.
The Can Tho - Ca Mau Expressway Project is invested by the My Thuan Project Management Board under the Ministry of Transport, with a total investment of more than VND 27,500 billion; construction started on January 1, 2023, and is expected to be basically completed in December 2025.
Up to now, the site clearance work has handed over 110.85/110.85km of the main route (100%) and 25.65/25.85km of the connecting route (99%), currently 200m remains within the connecting route in Can Tho City due to landfill No. 8. It is expected that the relocation will be completed before December 31.
Regarding the construction situation, up to now, contractors have mobilized 234 construction teams, 971 equipment, 3,000 workers, organized 3 shifts, 4 crews, output reached about 56% of the plan. Of which, 45/117 bridges have been completed, the remaining bridges are expected to be completed in January 2025, basic embankment work will be completed in December 2024.
Regarding construction materials, the project is still facing difficulties and obstacles, mainly in procedures for granting sand and stone quarries. The project is currently short of about 3.39 million m3 of sand and about 1.8 million m3 of crushed stone to complete the loading by December 2024.
After inspecting three intersections, Prime Minister Pham Minh Chinh emphasized that transport infrastructure and human resources are bottlenecks in the Mekong Delta. Therefore, the Party and State focus on removing these two bottlenecks for the region, with a roadmap suitable to the country's conditions, including expressways such as Can Tho - Ca Mau.
The Prime Minister also stated that, in the spirit of discussing and not backtracking, the goal is to accelerate progress, shorten project construction time, ensure quality, techniques, labor safety, ensure environmental sanitation, not exceed capital and not let negativity occur in the project, resolutely ensure the completion of the project in 2025 to open the entire North-South expressway in the East from Cao Bang - Lang Son to Can Tho - Ca Mau.
“It is necessary to do a good job of resettlement, continue to take care of the lives of people who have given up their land, houses, fields, gardens, etc. so that the project can be implemented to basically meet the requirements; ensure that life in the new place is better than the old place, especially take care of people's lives during Tet and Spring,” said Prime Minister Pham Minh Chinh.
Regarding the 200m of landfill in Can Tho, Prime Minister Pham Minh Chinh requested the People's Committee of Can Tho City to direct departments, branches, and local authorities to completely handle the relocation of the landfill on the IC2 - National Highway 1 connection route, handing over 100% of the site in December 2024.
For the Ministry of Transport, the Prime Minister requested to focus on directing the My Thuan Project Management Board and contractors to coordinate with localities to promptly complete procedures to exploit construction material mines, ensuring sufficient reserves and capacity; be more proactive, further increase the workforce and equipment, take advantage of favorable weather conditions, focus on construction to make up for the slow progress, strive to ensure the required progress and quality.
Regarding filling materials, it is necessary to promptly resolve problems related to construction materials according to the motto "clear people, clear work, clear time, clear responsibility, clear products, clear results".
Prime Minister Pham Minh Chinh requested the Ministries of Transport, Natural Resources and Environment, and Construction to provide specific guidance and coordinate closely, and relevant localities must complete licensing procedures for sand, gravel, and stone in December 2024, while focusing on directing immediate implementation, resolutely not allowing a shortage of common construction materials to serve the projects. In particular, the Ministry of Natural Resources and Environment will guide the implementation of the new Mineral Law.
The provinces of Tien Giang, An Giang, Dong Nai, Binh Duong, Dong Thap, and Vinh Long support and supply construction materials for the project; strictly handle organizations and individuals who intentionally delay implementation, especially those who are negative in this matter.
Prime Minister Pham Minh Chinh also requested the Ministry of Transport to coordinate with Ca Mau province to research, design, and survey the implementation of the remaining 80km of expressway from Ca Mau to Dat Mui.
The Can Tho - Ca Mau Expressway is over 110km long, with a total investment of over VND27,500 billion. The project is divided into two component projects. Of which, the Can Tho - Hau Giang section is over 37km long, with a total investment of over VND10,370 billion. The Hau Giang - Ca Mau section is over 73km long, with a total investment of over VND17,152 billion.
