In his concluding remarks, the Prime Minister requested careful preparation of contents for the 9th Extraordinary Session of the 15th National Assembly.
In particular, the Ministry of Planning and Investment chaired the report on adjusting growth targets, adjusting budget deficit targets, public debt... The Prime Minister also emphasized the need to reduce the proportion of regular expenditure to below 60% of total budget expenditure.
The Ministry of Industry and Trade is preparing a report on mechanisms and policies for nuclear power plants. The Ministry of Transport is urgently completing documents on the policy of building railways connecting with China and the necessary mechanisms and policies for implementation; removing obstacles for a number of BOT road projects.
The Prime Minister also requested to continue perfecting institutions with the spirit of "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency of operations; promoting administrative reform and digital transformation.
Seriously and effectively implement the arrangement and streamlining of the organizational apparatus according to Resolution No. 18-NQ/TW; before February 15, issue a plan to implement the Government's Action Program to implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The Head of Government requested to operate monetary policy proactively, flexibly, promptly and effectively; coordinate synchronously and harmoniously with a reasonable, focused, key expansionary fiscal policy and other policies to achieve the set goals.
The Prime Minister noted taking advantage of public debt space to propose solutions to mobilize resources for development investment.
Effectively implement credit growth measures (striving for over 16%), directing credit to production and business sectors, priority sectors, and growth drivers; strictly control credit in high-risk sectors; strive to reduce lending interest rates.
Save about 10% more in regular expenditure in 2025 compared to the 2024 estimate to supplement investment in the Lao Cai - Hanoi - Hai Phong railway line. Effectively implement state budget collection, ensure correct, sufficient and timely collection, especially from e-commerce, food services, etc.
Continue to research and propose policies to reduce taxes, fees, and charges for people and businesses. Complete the dossier to build the National Assembly's Resolution project on exemption of agricultural land use tax (submit to the Government in the first quarter of 2025).
Continue to effectively handle outstanding and long-standing issues; ministers strengthen inspection and supervision, and visit the grassroots level. The Ministry of Health urgently receives opinions from Government members, promptly completes and submits for promulgation the Government's Resolution on removing difficulties for Viet Duc Hospital and Bach Mai Hospital, Facility 2.
Strengthen inspection, supervision and management of festival activities, promptly detect, prevent and strictly handle the exploitation of relics, festivals and beliefs for profit, superstitious activities and gambling.
Create conditions and space for artists to create and operate in accordance with the law, promote the development of cultural and entertainment industries.
Strengthen and enhance national defense and security; maintain social order and safety, including strictly implementing Decree 168 on administrative sanctions for violations of traffic order and safety in the transport sector; step up the prevention and fight against corruption, negativity and waste.
