For the first time, the National Assembly has developed and submitted to the Politburo for approval the orientation of the law-making program for the entire term, as an important basis for agencies to proactively deploy, coordinate and implement.
Timely amend the Law on Promulgation of Legal Documents; issue Resolution No. 197 to institutionalize the Party's policy on innovation orientation, perfecting the law-making process, and innovating law-making and enforcement.
The National Assembly has reviewed and passed a large number of laws and resolutions, with many historic decisions, promptly removing difficulties and obstacles, promoting socio-economic development, ensuring national defense, security, foreign affairs, preventing corruption, waste and negativity - said the National Assembly Chairman.
In particular, at the last 4 sessions of the term, the National Assembly clearly demonstrated the spirit of innovation in law-making thinking; application of science and technology, artificial intelligence.
The laws only regulate issues under the authority of the National Assembly, giving the Government proactive and flexible authority in organizing the implementation of laws; promoting administrative procedure reform, decentralization and delegation of authority.

For the first time, the National Assembly Standing Committee organized a Forum on supervision activities and many explanation sessions and scientific seminars, aiming to closely link law-making and law enforcement; demonstrating proactiveness, listening, promptly removing obstacles and difficulties arising from practical life.

"We have laws, but it requires the issuance of Decrees early, if there are Decrees, we must issue Circulars. When the Law, Decree, and Circular are available, it is very necessary to disseminate and study among cadres and people, so that each cadre and each citizen can live and work according to the Constitution and the law. This is the most important issue that we must continue to implement in the coming time - the National Assembly Chairman emphasized.
The National Assembly Chairman said that it is necessary to effectively implement Resolution No. 66 dated April 30, 2025 of the Politburo on innovating the work of law making and enforcement to meet the requirements of national development in the new era; strictly implement the legislative process, resolutely prevent and combat negativity and group interests in the spirit of Regulation 178 of the Politburo; ensure that all laws originate from national and ethnic interests and legitimate aspirations of the people.
The National Assembly Chairman requested to review the loopholes, gaps, problems, and bottlenecks of the law to promptly amend, supplement, and perfect them. Ensure consistency, stability, feasibility, both meeting immediate urgent requirements and creating a long-term legal framework for sustainable development in law-making.
