On March 21, 2025, in Hanoi, the Central Propaganda and Mass Mobilization Committee coordinated with the Ministry of Culture, Sports and Tourism, and the Vietnam Publishing Association to organize a scientific workshop on "Improving the quality of publications in the new situation".
In his report introducing the workshop, Mr. Pham Minh Tuan - Chairman of the Vietnam Publishing Association, Deputy Editor-in-Chief of Communist Magazine - said that over the past 20 years, Directive No. 42-CT/TW has been an important political basis for publishing activities to develop.
Publishing activities have had a strong development, the development indicators of book titles and book titles have had high growth, reaching and exceeding the level set out in Directive 42 and Conclusion No. 19. The publishing industry's production capacity has increased by more than 2.3 times; the ratio of books per capita will reach 6.1 copies by 2023, helping Vietnam enter the top 3 in Southeast Asia.
The application of technology and digital transformation in the industry is taking place strongly, with 4,500 e-books in 2023, accounting for 15.3% of total publications.
The application of AI, high technology in editing, publishing, and distributing books is becoming more and more popular. Electronic publishing is constantly developing with 32 publishers registered to operate in this field.

At the workshop, delegates focused on discussing some key contents such as: Affirming the role of publishing activities as an important political and cultural ideology field of the Party, objectively and comprehensively assessing the quality of publications in recent times. At the same time, delegates also proposed specific solutions to contribute to improving the quality of publications in the coming time.
Concluding the workshop, Mr. Phan Xuan Thuy - Deputy Head of the Central Propaganda and Mass Mobilization Department - affirmed that many presentations and opinions expressed enthusiasm and responsibility to propose very profound and practical solutions to improve the quality and effectiveness of publications, promote the development of publishing in the new era of the nation.

Mr. Phan Xuan Thuy also pointed out a number of tasks and solutions that need to be focused on implementing in the coming time.
In particular, leading, directing and managing agencies need to urgently improve institutions and policies, especially amendments, supplements or promulgation of new regulations of the Party and State policies and mechanisms to remove bottlenecks and barriers in creating motivation to promote publishing activities in general and publishing content in particular.
Continue to institutionalize the Strategy for the development of Vietnam's cultural industries from 2016 to present, and at the same time issue a new strategy more suitable to the new situation, focusing on the field of literature and art.
Consider implementing a number of major policies and strategies to promote books with good content, such as forming a Publishing Support Fund, an Translation Fund or a movement to respond to All People Readers on the occasion of April 21 every year so that book publishers and book companies can respond together, creating common value for the book market.
Along with that, it is necessary to strengthen strong solutions to take care of training and developing the team of artists - "cultural soldiers" for today and tomorrow with the capacity and conditions to contribute the most to the development of the country.
