In the recently issued Resolution 01/NQ-CP, the Government requested drastic and effective implementation of the policy of streamlining and reorganizing the apparatus of agencies and organizations in the direction of "Straight - Compact - Strong - Effective - Effective - Efficient".
Based on the conclusion of the Politburo, the Government Steering Committee requested localities to complete plans to reorganize specialized agencies under the People's Committees at provincial and district levels.
In Lam Dong province, in Document No. 461/UBND-NC1, this locality requested directors and heads of public service units under the arrangement plan of the Provincial People's Committee to urgently review functions and tasks, develop plans to arrange and assign civil servants and employees, clearly identify the number of redundant civil servants and employees associated with streamlining the payroll and restructuring the staff of each unit;
Complete the arrangement documents including draft project, draft submission, draft decision of competent authority, in accordance with regulations, completion time before February 10, 2025.
Previously, on the morning of January 17, Lam Dong Provincial Party Committee announced the decision to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department.
In Son La province, units focus on speeding up the progress of developing a project to arrange and streamline the organizational apparatus of agencies, complete and submit it to the Department of Home Affairs before January 23, 2025.
According to the project, the Department of Planning and Investment will preside over and coordinate with the Department of Finance to develop a project to merge the two departments into the Department of Finance.
The Department of Culture, Sports and Tourism shall preside over and coordinate with the Department of Information and Communications to receive the functions, tasks, and organization of the state management apparatus for press and publishing; develop a project to reorganize the Department of Culture, Sports and Tourism in conjunction with the internal organization and affiliated public service units in accordance with the assigned functions, tasks, and staffing.
The Department of Information and Communications presides over and coordinates with the Department of Science and Technology to develop a project to merge the two departments into the Department of Science and Technology; transfer the state management task of network information safety and security from the Department of Information and Communications to the Provincial Police.
The Provincial Police Department presides over and coordinates with the Departments of Transport; Justice; Labor - Invalids and Social Affairs; Information and Communications to carry out the procedures for receiving state management tasks on registration of specialized motorbikes, testing, and issuance of road motor vehicle driving licenses from the Department of Transport; criminal records and public services for issuance of criminal records from the Department of Justice; drug addiction treatment and post-drug addiction treatment management from the Department of Labor - Invalids and Social Affairs; and network information safety and security from the Department of Information and Communications.
In Dong Nai province, the locality requires the work of reorganizing the apparatus to be completed before February 20, 2025.
After the reorganization, the provincial level will reduce 7 departments and branches (from 21 departments and branches to 14 departments and branches); reduce 19 specialized departments (from 124 departments to 105 departments); at the district/city level, after the reorganization, the number of specialized departments under the district People's Committee will be 121 departments, a reduction of 15 specialized departments.
For units not subject to rearrangement, the province has directed to review and study the reduction of at least 15% of units.
In Quang Tri province, up to now, the whole province has reduced 25/150 specialized departments under departments and branches, reduced 3/17 branches, reduced 38/93 specialized departments under branches, reduced 182/664 public service units, exceeding the target set for 2025 according to Resolution No. 19 of the 12th Party Central Committee by 7.4%.
