The Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government has just issued Document No. 05/CV-BCDTKNQ18 on supplementing and completing the plan to reorganize specialized agencies under the People's Committees at the provincial and district levels.
The Government Steering Committee requested Party committees and organizations at all levels to lead and direct local agencies and units to complete the project to rearrange and streamline the apparatus in accordance with the direction of the Central Committee, the Politburo, the Central Steering Committee and the orientation and suggestions of the Government Steering Committee.
The project must be accompanied by a draft decision stipulating the functions, tasks, powers and organizational structure of each agency, organization and unit.
At the same time, carefully prepare personnel plans, policies, headquarters, finance, assets, equipment, seals and other guaranteed conditions to submit to competent authorities for promulgation immediately after approval by the Central and National Assembly.
Accordingly, it is ensured that immediately after the closing of the National Assembly Session, the Provincial Party Committee and the Provincial People's Committee announce decisions on the organization of specialized agencies under the Provincial and District People's Committees to operate immediately, without legal gaps, continuously, effectively and efficiently.
Localities urgently complete the organization of specialized agencies under the People's Committees at provincial and district levels, ensuring synchronous operations with the completion of the organization and streamlining of the Government apparatus.
In the process of reorganizing the apparatus, agencies need to pay attention to doing well the political, ideological, regime and policy work for cadres, ensuring the maintenance and good implementation of regular work, especially during the upcoming Lunar New Year.
Document No. 05/CV-BCDTKNQ18 clearly states that localities, based on the situation and characteristics of agencies, units, and localities, shall proactively implement the arrangement according to their authority; at the same time, ensure the common progress with the Central Government.
The Government Steering Committee requires these reports to be submitted to the Ministry of Home Affairs before February 25, 2025.
Recently, many cadres, civil servants and public employees across the country have proactively applied for early retirement in accordance with the spirit of streamlining the apparatus.
In Thanh Hoa province, there are currently over 40 civil servants, public employees and workers who have applied for early retirement to facilitate the work of streamlining the apparatus according to Resolution No. 18-NQ/TW.
In Dak Lak, as of January 10, the Provincial Party Committee's Organizing Committee has received 7 applications for early retirement from leaders and managers to facilitate the work of streamlining the apparatus.
In Ho Chi Minh City, the locality has assigned the Department of Home Affairs to urgently synthesize the Project on rearranging and streamlining the organization of state agencies in Ho Chi Minh City; advise and develop reasonable and appropriate regimes and policies for redundant cadres, civil servants and public employees at agencies and units after the rearrangement; advise the City People's Committee to report to the Party Committee of the City People's Committee; to be completed before January 15, 2025.
Regarding the policy to support civil servants and workers who retire early to arrange and streamline the apparatus in accordance with the spirit of Resolution No. 18-NQ/TW, the Provincial People's Committee will base on the actual conditions of the locality to develop additional support policies for these subjects, bringing the implementation of the Resolution quickly into life.
