Attending the meeting with voters were Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; Member of the Party Central Committee, Chief of the Party Central Committee Office Pham Gia Tuc; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan - Deputy Head of the Hanoi National Assembly Delegation.
After listening to voters' opinions, speaking at the conference, General Secretary To Lam emphasized that the 10th Session of the 15th National Assembly is expected to work continuously for more than a month, without interruption in the middle of the term, with a particularly large workload.
Many important things are to remove institutional difficulties, decide on important issues to facilitate the country's development. All difficulties and obstacles must be resolved promptly to implement the Resolution of the 14th National Party Congress next year with great goals and requirements. It was very fast, very urgent to catch up. Time waits for no one, and we must not waste time, said the General Secretary.
During the discussion, General Secretary To Lam spent time talking about Party building work, organizing Party congresses at all levels and the 14th National Party Congress.
According to the General Secretary, up to now, congresses at the Party cell level, grassroots level, and above-ground level have been completed and congresses of Party Committees under the Central Government are being held, expected to be fully completed in October.
The General Secretary said that relevant agencies are actively completing the draft documents of the 14th National Party Congress, with many new thinking and viewpoints, emphasizing the need to transform the country's development model.
At the conference, General Secretary To Lam also informed about the preparation of personnel for congresses at all levels and the 14th National Party Congress.
According to the plan, the 13th Central Conference was prepared and scheduled to take place in early October, to complete a step in the preparation for the congress, in which the personnel of the Central Executive Committee and the Central Inspection Committee will be introduced.
According to the General Secretary, these tasks were all carried out methodically, cautiously and thoroughly according to the congress's procedures, and planning.
Regarding Party building work, the General Secretary said that the highlight is the completion of the policy of arranging non-local Party secretaries.
"Currently, at the commune level, it has been implemented very basically, at the provincial and municipal levels, it will be implemented, there are no more provincial and municipal secretaries who are local people. This policy has been implemented for more than a term, has had many good results, and will continue to be implemented," said the General Secretary.
The General Secretary informed that recently, there have been disciplinary actions related to a number of cases, through research, it can be seen that the leaders are all local people. Therefore, "there are still problems to be withdrawn".
According to the General Secretary, in the near future, the policy of "not being local" will be expanded to a number of other positions such as Chairman of the People's Committee, Chairman of the Inspection Committee, Chief Inspector.
Regarding the work of preventing and combating corruption, waste and negativity, General Secretary To Lam said that it will continue to be stepped up continuously, without rest, without forbidden areas. This year, 22 cases and 6 cases directed and monitored by the Central Steering Committee will be completed, including many very complicated cases.
