Villages and residential groups in many localities are urgently completing the consolidation of personnel, forces, and positions after arrangement.

The arrangement of villages and residential groups (TDP) is not only aimed at streamlining management focal points at the grassroots level, but also towards improving the quality of community self-management, ensuring that the apparatus is close to the people, close to the people, and serves the People better in the new period.

According to Decree No. 185/2026 of the Government, based on the regulations of the Provincial People's Council on the number and titles of people participating in activities in villages and residential groups, village heads and residential group leaders select people to participate in activities in villages and residential groups after agreeing with the Party cell secretary and head of the Fatherland Front Committee in villages and residential groups.

The commune-level People's Committee issues decisions recognizing or dismissing people working in villages and residential groups. Therefore, the authority of village heads, residential group leaders and party secretaries, heads of Fatherland Front committees in villages and residential groups with this personnel consolidation is very important.

In Hai Phong City, after arranging and reorganizing villages and residential groups, Party committees and authorities of communes, wards, and special zones have focused on directing the synchronous implementation of consolidating the organization and personnel work of new villages and residential groups.

From July 1, 1,723 Party cells were established in 1,723 new villages and residential groups. In many villages and residential groups in Hai Phong, there were previously 2 Party cells in 1 village, now they have also been arranged and merged, leaving only 1 Party cell in each village and residential group.

Many communes, wards, and special zones in Hai Phong are also urgently completing personnel consolidation after arranging villages and residential groups so that new units can operate stably and effectively after the merger.

In Ho Chi Minh City, based on reviewing 5,947 neighborhoods, hamlets, villages, and residential areas, there are 17,678 non-specialized personnel (HĐKCT). Results when implementing arrangement and reorganization: 11,775 HĐKCT personnel were arranged at 3,925 units after arrangement, a decrease of 5,903 people.

The city plans to arrange about 15,423 people to participate in activities in neighborhoods, hamlets, villages, and residential areas; a reduction of about 12,399 people compared to the present and to express gratitude and recognize the contributions of people participating in activities in neighborhoods, hamlets, villages, and residential areas.

Ho Chi Minh City ends the operation of 10,795 self-managed people's groups and self-managed residential groups in localities in Binh Duong and Ba Ria - Vung Tau provinces, ensuring the unified model of community organization throughout the city.

Terminating the use of 21,950 Heads and Deputy Heads of People's Self-Management Groups and Residential Groups when operating according to regulations and implementing gratitude and recognizing their contributions.

The commune-level People's Committee is currently urgently reviewing and planning to arrange and reorganize the HĐKCT team, in order to ensure that new neighborhoods, hamlets, villages, and residential areas after arrangement go into operation in accordance with regulations.

At the same time, the commune-level People's Committee also arranges working headquarters for neighborhoods, hamlets, villages, and residential areas after the merger; is conducting inventory of assets of neighborhoods, hamlets, villages, and residential areas before arrangement, serving the handling, handover, and receipt according to regulations.

In Phu Tho province, after arrangement, the number of people arranged in new villages and residential groups is 9,210 people; the number of people expected to quit their jobs, resolve regimes and policies or be arranged in other positions is 4,712 people.

To ensure that new villages and residential groups operate stably and effectively, localities have promptly consolidated party organizations, Fatherland Front Work Committees, socio-political organizations and operating personnel in residential areas.

In Da Nang, to undertake tasks in the new context, grassroots workers must know technology, process information quickly, support procedures and detect problems early in the community.

Choosing young people with qualifications who dare to take on the job becomes an important requirement when consolidating the residential area apparatus.
