Central government sets example, local government responds
The Central Steering Committee on summarizing the implementation of Resolution No. 18 issued Conclusion No. 40-KL/BCD.
According to the conclusion, on January 21, 2025, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (Steering Committee) held a meeting to review the situation and results of activities in the past 2 months and orient activities in the coming time. General Secretary To Lam - Head of the Steering Committee chaired the meeting.
According to the conclusion of the Steering Committee, the Central Party Committees, agencies, the Government, the National Assembly and socio-political organizations at the Central level have taken the lead in setting an example, urgently implementing the review, perfecting functions and tasks, arranging internal units, completing tasks ahead of schedule in accordance with the direction of the Central Executive Committee, the Politburo and the Steering Committee.
The Central Organizing Committee has specified the tasks to be implemented, developed detailed plans, and provided specific instructions to agencies and units in the political system on steps, implementation roadmaps, and methodical methods, ensuring that the new apparatus operates effectively, efficiently, and smoothly, without interruption of work.
The Government has promptly issued policies to ensure the rights and interests of affected cadres, party members, civil servants, public employees, and workers, contributing to relieving their concerns and facilitating the reorganization process.
The National Assembly has proactively and urgently worked with agencies to research, prepare content, review, and shorten processes and procedures to promptly submit to competent authorities for consideration, supplementation, and adjustment of laws and legal documents to facilitate and synchronize the implementation of organizational arrangement and streamlining according to regulations.
Localities have actively and proactively implemented the summary; reviewed and arranged internal organizations; researched and proposed plans to streamline, terminate operations, merge and consolidate agencies in accordance with the direction of the Central Government.
The results achieved in the past time are due to the consensus and high determination of the members of the Steering Committee in directing the assigned departments, ministries, branches, sectors and localities, promptly handling arising issues, ensuring implementation according to requirements and progress.
The implementation process was very drastic, urgent, smooth, rhythmic, and synchronous from the Central to the local level, "The Central sets an example, the locality responds", with the motto "running while lining up", in the spirit of "The Central does not wait for the locality, the province does not wait for the district, the district does not wait for the grassroots"; closely following the principles of the Party, the Political Platform, the Party Charter, the Constitution, the law and practical requirements; not afraid of difficulties, not afraid of challenges, not perfectionist. The agencies and units have had close and regular coordination; received consensus from cadres, party members and the people's approval and support.
Streamlining the organizational structure still has a lot of work to do.
The Steering Committee determined that there is still much work to be done in streamlining and streamlining the organizational apparatus. The results achieved recently are very important but only initial. It is necessary to continue researching and perfecting so that the new apparatus is stable, operates effectively, and improves operational efficiency.
The Steering Committee agreed to continue to carry out a number of tasks:
(1) Advise the Politburo and the Secretariat to lead and direct Party committees, Party organizations, agencies, units, and localities to deploy tasks and solutions according to the conclusions of the Central Executive Committee, especially the tasks that need to be performed in 2025;
(2) Continue to research and propose new contents to add to the draft documents of the 14th Congress, as a basis for advising on the drafting of the 14th Congress Resolution on continuing to perfect the model of the political system, streamlining the organizational apparatus, and improving operational efficiency.
(3) The Central Organizing Committee shall preside over and coordinate with relevant agencies to research, propose, and implement specific tasks after receiving the conclusion of the Central Executive Committee.
