From May 31, non-specialized commune-level officials will cease their activities according to the policy of the Politburo.
Previously, there were about 100,000 - 120,000 people nationwide, but a part were recruited directly into commune-level civil servants, some retired under the policy. To date, there are still nearly 60,000 people, equivalent to about half compared to before.
Before the above deadline, localities such as Hai Phong, Ho Chi Minh City, Dak Lak, Gia Lai... have been and are having arrangement plans suitable to the actual conditions in each locality.
In Hai Phong, the City People's Committee has just issued an official dispatch directing on the plan to arrange, arrange and resolve regimes and policies for 1,236 non-specialized commune-level workers.
For cases wishing to continue working under contract at state agencies or non-business units, localities shall base on assigned staff quotas, current quantities and legal regulations to consider signing labor contracts. This is to utilize experienced human resources to meet job requirements in the actual context.
For those who wish to continue working in villages and residential groups, commune-level People's Committees organize reviews and guide grassroots units to choose and use appropriately, ensuring compliance with regulations and close to actual needs in the area.
For cases of resignation registration and enjoying staff streamlining policies according to Decree No. 154/2025/ND-CP, the City People's Committee requests localities to urgently review and complete dossiers, send them to the Department of Home Affairs before May 31, 2026 for appraisal and submission to competent authorities for approval.
In Dak Lak, from May 5 to 7, the Dak Lak Provincial Civil Servant Inspection and Testing Council (Dak Lak Department of Home Affairs) organized an inspection and test to receive non-specialized commune-level personnel to become civil servants at Party agencies, unions and commune-level authorities.
Participating in this inspection and examination session are 303 non-specialized officials, of which the Party and mass organization bloc has 81 candidates and the government bloc has 222 candidates. The target for registration to become civil servants in 2026 in Dak Lak is 257 permanent positions.

Ho Chi Minh City is expected to have more than 5,500 non-specialized commune-level workers who will have to quit their jobs or be rearranged before May 31, 2026. Currently, the city has proactively reviewed to develop a plan to arrange and assign this team in accordance with practical work requirements.
In Gia Lai, many non-specialized workers are working like real civil servants, but previously there was not enough staff to arrange.
Regarding the arrangement plan, for those who have sufficient capacity, qualifications and meet standards, the province directs localities to review and continue to arrange them for commune-level civil servant positions.
People with qualifications, but currently the commune has run out of staff, will be put into the "cadre bank" to be ready to be transferred to other communes that are lacking. In case cadres do not meet the standards or wish to retire, the regime will be resolved.
At a recent meeting with voters in Lao Cai province, Deputy Prime Minister Pham Thi Thanh Tra said that for non-specialized commune-level personnel, the Government orients the solution according to 3 options. First, where there are still staff and cadres meeting standards and conditions, direct recruitment into commune-level civil servants will be implemented.
Second, in cases where the Party Committee, local government and cadres and people agree, they can be arranged to hold non-specialized positions in villages and residential groups.
Third, continue to resolve according to current policies to ensure thorough handling by May 31, 2026.
