The Ministry of Public Security has just issued Circular No. 20/2025/TT-BCA regulating the consideration of awarding the "Protecting National Security" Medal.
The Circular consists of 3 chapters and 9 articles, regulating principles, subjects, standards, records, and submission routes for consideration and awarding of the "Protecting National Security" Medal (hereinafter referred to as the Medal Commemoration).
Regarding the subjects and criteria for awarding Commemorative Medals, the Circular stipulates as follows:
Individuals who are leaders of Party committees, authorities, unions, and socio-political organizations at all levels (from commune level and above); leaders of public educational institutions with legal status; leaders of enterprises, economic groups, and state-owned corporations with a tenure of 10 years or more in positions from department level and board (up to the time of application) have achievements in the movement of the entire people to protect national security and at least once been commended for achievements in protecting national security; agencies, units, and localities under the management of individuals to prevent complicated gathering places of social evils and serious incidents of security and order;
Individuals who are members of the Security and Order Protection Team of the Security and Order Protection Force at the grassroots level and have worked for 15 years or more for men and 10 years or more for women up to the time of application (added to the time when participating in the Civil Protection Force, the Commune Police for the previous full-time and coefficient 2 when calculating working time for areas with particularly difficult socio-economic conditions, border areas, and islands according to the provisions of the Law on Emulation and Commendation) during the working process are commented and assessed to have completed their assigned tasks well.
Accordingly, the dossier proposing to award the Commemorative Medal includes: Submission of the Head of the Public Security of the unit and locality (original); List of excerpts of individuals proposing to consider awarding the Commemorative Medal with confirmation from the head of the Public Security of the unit, locality and the agency or unit where he works (original); Certificate of Merit, Certificate of Merit for achievements in protecting national security for subjects under Point a, Clause 1 of this Article (copy).
The police of units and localities prepare a dossier to propose awarding Commemorative Medals (number of 2 sets, accompanied by electronic files) to the Department of Construction of the National Security Protection Movement before May 30 every year;
The Department of Construction of the Fatherland Security Protection Movement synthesizes and evaluates the achievements of individuals who proposed to award Commemorative Medals as proposed by the Police of units and localities, and submits them to the Minister of Public Security (through the Department of Political Affairs) for consideration and decision.
Circular 20/2025/TT-BCA takes effect from April 28, 2025.
