In his opening speech at the conference, Prime Minister Pham Minh Chinh emphasized that the Red River Delta region must achieve double-digit economic growth to join the whole country in entering a new era, an era of striving to develop the country into a rich, civilized and prosperous one, as directed by General Secretary To Lam.

"If the Red River Delta cannot grow by double digits, which region can?" - The Prime Minister raised the issue and asked the delegates to focus on discussing solutions for double digit growth with the spirit of "The Party directs, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".

The Prime Minister also stated that this Conference will also announce the Hanoi City Planning; thus, after a period of time, especially during the COVID-19 years, the whole country has completed 111/111 plans. This is a great effort of local Party committees, authorities, ministries and branches.

The Prime Minister also emphasized that once there is a plan, it must be implemented correctly, especially in exploiting new spaces such as outer space, underground space, etc. to serve the country's development.
