On January 15, according to the Ministry of Public Security's Electronic Information Portal, Decree 168/2024/ND-CP issued with many acts increasing the penalty level has had a profound impact on awareness, significantly raising the consciousness of traffic participants.
After 15 days of implementation, the situation of drivers running red lights, driving on sidewalks, driving in the wrong direction on one-way streets, etc. has significantly decreased, especially in large cities.
Traffic participants have voluntarily obeyed traffic lights even when there is no traffic police force to check and control. They have gradually changed their awareness and sense of responsibility when participating in traffic, forming a culture when participating in traffic, creating an image of civilized traffic and urban areas.
“Before, during and after the peak of Tet, the traffic order and safety situation nationwide, especially in large cities, is always complicated, but with the strict compliance of the people, going in order will reduce the risk of prolonged congestion” - a representative of the Traffic Police Department, Ministry of Public Security informed.
During the half month of implementing Decree 168/2024/ND-CP (from January 1, 2025 to January 14, 2025), the national traffic police force detected and handled 174,653 cases of traffic safety violations; revoked driving licenses and professional certificates in 17,595 cases; temporarily detained 955 cars, 49,649 motorbikes; and deducted points from 12,691 driving licenses.
Notably, compared to the previous period, the number of fines decreased by 22,786 cases (-11.54%). Previously, social networks spread information that "Decree 168/2024/ND-CP was built with incorrect procedures because from the date of signing to the date of taking effect, less than 45 days have passed".

A representative of the Traffic Police Department said that Decree 168/2024/ND-CP stipulates administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, and restoration of driving license points. This Decree was signed and issued on December 26, 2024, effective from January 1, 2025.
According to the representative of the Traffic Police Department, during the process of drafting Decree 168/2024/ND-CP to replace Decree 100/2019/ND-CP (amending and supplementing Decree 123/2021/ND-CP), due to the urgent nature related to the traffic order and safety situation, the competent authority held meetings to consider and decide to issue the decree according to the shortened procedure.
The Traffic Police Department cited that Article 151 of the Law on Promulgation of Legal Documents stipulates that legal documents promulgated under simplified procedures and processes may take effect from the date of approval or signing.
