On the afternoon of August 24, in Hanoi, the Presidential Office coordinated with the Supreme People's Procuracy (Viện KSNDTC) to organize the Ceremony to Announce and award decisions to appoint 4 personnel to hold the title of Prosecutor of the Viện KSNDTC, according to VNA.
General Secretary and President To Lam presented the decision and spoke at the ceremony.
4 personnel were appointed to hold the title of Prosecutor of the Supreme People's Procuracy, including: Le Van Dong, born April 16, 1975, Senior Prosecutor, Director of the Ho Chi Minh City People's Procuracy; Dao Thinh Cuong, born December 19, 1967, Senior Prosecutor, Director of the Department of Prosecution and Investigation of Economic and Corruption Cases, Supreme People's Procuracy; Tran The Kinh, born June 21, 1976, Senior Prosecutor, Director of the Department of Civil Cases, Supreme People's Procuracy; Nguyen Duc Bang, born March 11, 1974, Senior Prosecutor, Head of the Investigation Agency of the Supreme People's Procuracy.

General Secretary and President To Lam emphasized that this is both a recognition of the process of striving, training, and dedication of the comrades, and sets a new responsibility: to be more exemplary, more brave, more proficient, and more responsible.
General Secretary and President noted that the country is building a socialist rule-of-law state, modern governance, and digital transformation. The People's Procuracy system operates according to a 3-level model, and at the same time pilots initiating civil cases to protect the civil rights of vulnerable groups or public interests when no plaintiffs are present.
Crime is increasingly complex, transnational, taking advantage of high technology, digital data, and digital assets. The Procuracy sector must innovate thinking and methods; both ensuring strict laws and protecting human rights, citizen rights and a safe legal environment for development.
In that context, the General Secretary and President requested that each Prosecutor must deeply understand: the assigned authority is a part of state power, only used to protect the Constitution and laws, justice, human rights, citizens' rights and the legitimate interests of the people.
General Secretary and President emphasized that it is necessary to create substantive changes in the quality of exercising the right to prosecution and supervising judicial activities; take the groundedness, legality, fairness and persuasiveness of each decision as a measure; resolutely fight against wrongful convictions, omissions of crimes and offenders.
Strict prosecution is not about accusing at all costs. The power of prosecution must come from legal evidence, objective truth, strict legal arguments, and impartiality.
If there is sufficient basis, resolutely handle it; if not enough, continue to clarify; detecting illegal or unfounded decisions must promptly exercise rights to protect the law, human rights, and citizens' rights; must distinguish the true nature of the act; not criminalize civil, economic, and administrative relations, and at the same time not allow these relationships to be used to conceal crimes.
General Secretary and President emphasized that in all activities, people, rights and legitimate interests of the people must be taken as the center. Behind each dossier are the honor, rights, interests, and lives of individuals and organizations protected by law. Therefore, it must be strict but fair; cautious but not sluggish; drastic but not hasty; in accordance with the law, objective and humane.
At the Ceremony, Mr. Le Van Dong, Prosecutor of the Supreme People's Procuracy, took the oath and, on behalf of the appointed personnel, spoke to receive the task, affirming absolute loyalty to the Party, the Fatherland and the people; continue to cultivate political bravery, maintain revolutionary ethics, professional ethics, exemplarily comply with the Party's guidelines and policies, and the State's laws; strive to study and follow President Ho Chi Minh's ideology, ethics, and style.
