Talent is a special strategic resource of the nation
On the morning of August 24, in Hanoi, General Secretary and President To Lam chaired a working session with the Government Party Committee and relevant agencies on the National Strategy on attracting, using and developing talents in key industries and fields, serving rapid and sustainable development in the new era, according to VNA.
Concluding the working session, General Secretary and President To Lam stated clearly that talent is a special strategic resource of the nation. Developing, attracting and valuing talent must be placed in the overall national development strategy, taking national and ethnic interests and the requirements of implementing strategic tasks as the highest orientation; focusing on industries, fields, programs, projects and works that are decisive for the self-reliance capacity, competitiveness and rapid and sustainable development of the country.

Talents must be identified and evaluated mainly by qualities, practical ability, creative thinking, specific products, achievements, professional prestige and contribution value; do not unify talents with people with high degrees, academic titles, management positions or seniority.
General Secretary and President emphasized that attracting talent must be associated with valuing and assigning specific tasks; boldly research and propose removing barriers in the appointment of management titles for talents; valuing talent must go hand in hand with integrity, accountability, and service spirit; the most sustainable talent source must still be formed from the Vietnamese people themselves; fundamentally innovate thinking and talent management methods.
The Government, ministries, branches and localities must clearly identify the major problems that need talent to solve, associated with goals, products, deadlines, resources, authority and evaluation criteria; it is necessary to distinguish risks in research and testing from violations of the law, protect those who dare to innovate but do not loosen discipline.
Treatment policies must be commensurate with capacity, tasks and results, while ensuring data, equipment and research infrastructure and necessary working conditions for talented people to be effective.
Research on issuing "Vietnamese Talent visas
The General Secretary and President requested that employability must be linked to tasks, powers, resources and responsibility for results. Each key talent must be assigned a package of tasks including goals, decision-making power, choice of partner groups, infrastructure, data, budget, remuneration, responsibilities and products to be achieved.
Especially, each strategic talent is responsible for leaving capacity for the organization through building groups, training successors, knowledge transfer, standardizing processes, forming data and intellectual property.
Expand the space for dedication and talent circulation. The working environment must be very open, the form must be very flexible and dynamic but substantive and effective. Promote the role of Vietnamese representative agencies abroad in finding and connecting experts and building a network of partners according to specific fields and tasks that the country is in need of.
Build a truly competitive mechanism to attract international talents. Research and promulgate the "Vietnam Talent Visa", accompanied by a one-stop, transparent process with clear processing deadlines, synchronously resolving procedures and policies on salaries, residence, labor, taxes, housing, health, education and recognition of qualifications for talents and families.
Innovate governance, measure by results and clearly define responsibilities. The head is responsible for detecting, selecting, arranging, assigning tasks and creating a working environment for talents; be responsible if using capacity incorrectly, losing talented people due to a weak working environment, unfairness or jealousy, obstruction, and retaliation; strictly handle the abuse of talent policies for unobjective recruitment, inflating achievements, incorrect recognition of subjects or ineffective use of the budget.
The General Secretary and President requested to continue to complete the Project in a concise, focused and substantive breakthrough direction in terms of institutions and implementation organization. The ultimate goal is to create new works, technologies, businesses, policies and values, forming a team capable of bringing the country to rapid, sustainable, and self-reliant development, creating opportunities for all Vietnamese people with capacity to be discovered, developed and contribute.
