Presenting a speech at the ceremony, General Nguyen Tan Cuong affirmed: After the country gained its independence, to command and operate the armed forces of the whole country, on September 7, 1945, President Ho Chi Minh assigned comrade Hoang Van Thai to establish the General Staff (GCS).
